A 5-Year Action Plan for the EU


Introduction

This Program consists of 20 points/theses and is addressed to ordinary citizens and politicians who wish to make the world a more harmonious place. Thanks to the implementation of the theses listed below, the EU economy will become significantly more efficient. At the same time, social standards will rise, and the EU will become a prominent Global Center of Positive Influence.

Moreover, the benefits of progress will be directed toward making people happy and secure and, conversely, toward preventing a “cyberpunk”-style scenario of technological development—that is, one accompanied by the simultaneous decline of human culture. The top priority here is adherence to the criteria for sustainable social development. Specifically, this involves eliminating the negative human impact on the environment and achieving a stable demographic situation. This refers to sustainability for centuries and even millennia to come. Meanwhile, the EU currently appears to have lost its long-term bearings.

On the other hand, the Jewish prophet Yeshayahu (who lived in the 8th century BCE) effectively asserted that a nation’s future is determined not by the size of its GDP, but by the quality of its conscience. Yeshayahu shifts responsibility away from heaven (an external God) and returns it to humanity. In his framework, the future is not predetermined but earned. The Messiah (the righteous leader) is not a miraculous figure, but an indicator of the state of civilization. The difference between eras is determined by the level of inner discipline, responsibility, and the ability to foresee the consequences of one’s actions decades into the future.

Program Overview



  1. Solving the Demographic Problem in EU Countries

    The goal is to create demographically sustainable European countries.

    Solution: a progressive scale of additional monthly compensation for parents’ work: €100, €300, and €1,000 per month for each subsequent child in the family.

    Such a measure will encourage families to have a third child, which will make the demographic situation in the EU manageable and stable in the long term. It is important to note here that stable demographics are also a guarantee of the stability of the pension system, which is based on generational continuity, as is the case, for example, in Germany. I would also like to point out that we are not talking here about “children for money,” but specifically about compensation for parents’ efforts.

    Currently, socially significant work such as raising children in families is not considered real work but is done “just because,” almost for free. But in essence, this is a vital endeavor on which, among other things, the bright future of the European Union depends. The essence of the reform is that spouses raising children should be considered as having additional employment and should receive compensation from the state. In monetary terms, this could take the form of an additional payment of €100, €300, and €1,000 net per month for the first, second, and third child, respectively, until they reach the age of majority. Thus, a family with three children would receive an additional €1,400 in compensation. It is also intended that current child benefits for each child be maintained in full. In other words, this refers specifically to additional compensation for parents’ labor.

    It should be noted that within the European Union, only citizens of EU member states will be eligible for the aforementioned state assistance.

    Once the above-mentioned reform is implemented, parents (at least one of them, typically the mother) will have the opportunity to devote themselves fully to raising their children. In this case, as the children grow up and the payments cease, these individuals will need to return to work. This can be achieved either through direct re-employment or through state-funded retraining or professional development courses.

    Based on statistics on marriages and divorces [ 3 ], it is necessary to forecast possible future developments in this area.


    A bit of theory:

    A clear picture of birth rates—both globally and by individual country—can be obtained by looking at the world population counter [ 4 ]. It is evident how rapidly the global population is growing, yet at the same time, the population is declining in many EU countries. Childbirth rates must maintain the EU’s population at a constant level or lead to its managed growth. Table [ 5 ], which the author of this Program compiled based on open sources, reflects the demographic situation in EU countries as of early 2020. It shows that in approximately half of the EU countries, the death rate exceeds the birth rate.

    The reasons for the decline in birth rates in developed countries are well described in the article “Demographic Transition” [ 6 ]. The three main reasons are listed below:

    • the transition from an agrarian to an urban society: in agrarian societies, children were viewed as additional labor and a guarantee of the continuation of the family line. With the development of urbanization and industry, this economic rationale is lost, leading to a decline in the birth rate;
    • changes in children’s education and upbringing: in developed countries, children must spend a long time in school to obtain qualifications, which makes them a burden on parents in terms of time and finances. This leads to a desire to have fewer children;
    • increased education and independence among women: educated women with career ambitions often choose to have fewer children or opt out of motherhood altogether;

    This is a natural, objective process, and in the long run, if no action is taken, all countries will be forced to face declining birth rates and shrinking populations. Another problem is that most couples with one or two children generally do not consider that it is precisely because of this number of children in their families that the population is rapidly declining. The number of people who choose not to have children on principle—the so-called “childfree”—is constantly increasing. Here are two informative articles on this topic [ 78 ]. It is important to understand that today, more and more people are realizing that, in modern reality, having children entails a very long-term loss of freedom, peace of mind, and money. It is precisely for this reason that it is essential to compensate parents for the effort they put into raising their children.


    The financial aspect of the issue, using Germany as an example:

    In Germany, the birth rate for 2022 was 739,000 new births [ 9 ], while the death rate stood at 1.06 million [ 10 ]. At the same time, the number of families with three or more children in Germany is 1,524,000 [ 11 ]. Once this proposal to stimulate the birth rate is implemented, the number of large families could double to 3 million. Unfortunately, the author was unable to find separate statistics for families with three or more children. But let’s simplify the task and assume that the average monthly payment per large family will be €1,000. From this, it is easy to calculate the necessary budgetary funds as 3,000,000 × 1,000€ × 12. In total, an additional 36 billion€ will be required. This is a substantial amount, but everything is relative. By comparison, spending on refugees in Germany in 2023 will amount to exactly the same amount [ 12 ] out of a budget of over €400 billion [ 13 ]. Wouldn’t it be better to reallocate funds from refugee-related expenditures toward doubling the country’s own birth rate? We will discuss this topic further in the section of this Program devoted to migration policy.

  2. Migration Policy and LGBT Policy

    First and foremost, it should be noted that EU policymakers generally do not distinguish between labor migration, refugees, and illegal migration, referring to all three completely different phenomena with a single term—“migrants.” This conflation leads to confusion in both rhetoric and action. It is evident that the labor migration of skilled professionals contributes to the economic growth of any country, whereas the influx of large numbers of refugees and undocumented migrants leads to a crisis and potentially poses a threat to national security. The EU’s current policy toward refugees and undocumented migrants, as well as, to some extent, its policy on LGBT issues, contains elements of radical left-wing ideas.

    Migration Policy: Imposing a Five-Year Moratorium on Refugee Admissions to Boost the Domestic Birth Rate

    In light of the exceptional situation that has arisen regarding the admission of refugees and illegal migrants in European Union countries, and in Germany in particular, the author sees a need to impose a five-year moratorium and suspend the Geneva Convention.

    At present, the excessive and uncontrolled influx of refugees in both Germany and many other European Union countries poses a threat to national security. This is evidenced by the overload on government agencies, social tensions within society, the potential threat of parties with radical views coming to power, a surge in crime, and the emergence of “parallel societies” with values that differ from those of EU countries.

    For example, media reports [ 14 ] indicate that investigative agencies and courts in Germany are severely overburdened. This indicates a sharp rise in crime rates due to the influx of illegal migrants and refugees, leading to a failure to investigate numerous criminal incidents and, in effect, to impunity.

    Going forward, once the moratorium on accepting refugees expires, it will be necessary to implement a strict and controlled immigration policy aimed at sustaining economic growth and social stability. After all, EU citizens have the right to a safe living environment.

    It is clear that labor migration of skilled professionals—that is, motivated and educated individuals—contributes to economic growth. Meanwhile, an excessive influx of refugees—especially the uncontrolled portion of it—contributes to social instability, and the economic impact of their integration is difficult to predict and may, on the whole, be negative.

    The author believes that instead of striving to invite as many refugees as possible to our home—that is, to the European Union—it would be far more effective to strive to improve living standards and security “on the ground.” This is a necessary condition for long-term, stable peace. This is discussed in greater detail in the section of this Program titled “Assistance in the Development of Countries with the Lowest GDP per Capita.”

    Refugees fleeing war should be treated as a separate group. Efforts must be made to create conditions for accommodating such refugees in neighboring countries by providing acceptable housing conditions, thereby preventing their mass migration to EU countries. Such a measure will contribute to social stability within EU countries.

    In 2023, for example, Germany planned to spend the substantial sum of €36 billion on refugees [ 12 ]. These expenditures cover various areas, including housing, integration programs, healthcare, education, and social benefits.

    The author believes that it would be far wiser to allocate the aforementioned funds toward encouraging a doubling of the birth rate in order to ensure that births exceed deaths and to stabilize the demographics of both Germany and the EU as a whole in the long term.



    LGBT Policy

    Given the historical context—namely, that gay men and lesbians, both in the past and today in some countries, have been and continue to be subjected to persecution and unfair treatment by society— and also taking into account the equality of all living beings in light of the divine origin of consciousness, efforts must be directed toward achieving full equality in rights and treatment for gay men and lesbians worldwide.

    At the same time, society must prevent the creation of “artificial” LGBT individuals. To this end, propaganda must be eliminated. In essence, the LGBT community is a minority that possesses no advantages or inherent value that the rest of society should emulate.

    Experiments on children are unacceptable. Legalizing the placement of children in same-sex families is an experiment—and one with a clear range of consequences. Several decades from now, adults who were raised in LGBT families and have only now realized the impact of such an environment on the formation of their personalities will inevitably file lawsuits against the states and leaders who legalized such experiments. To prevent the creation of “artificial” LGBT individuals and to eliminate potential risks to personality development, this practice must be abandoned.

  3. Introduction of a Unified System of Electronic Surveys

    Imagine this: every Friday, as a matter of habit, people open an app and answer a few topical questions. Furthermore, governing bodies act in accordance with the will of the people. No civil protests, street unrest, tensions, or social divisions. This is simply a dream come true for any democratic state.

    It is clear that an electronic polling system is far more effective than traditional “paper” voting or referendums. The main advantages will be the low cost of conducting polls, as well as the centralized provision of related information (for example, about presidential and legislative candidates and their campaign platforms). An additional assessment of the quality of each question will eliminate the potential for manipulation of public opinion.

    It is absolutely essential to implement this technology as soon as possible. Yes, the security of electronic polls will be the top priority. And, to get ahead of the question, I’ll say that ensuring security won’t require reinventing the internet. All the necessary technologies already exist. The author is convinced that rapid and effective interaction between governing bodies and their citizens is a necessary condition for the sustainable development of society.

    The electronic survey system is an element of “direct democracy” [ 15 ], in which the very need for protest demonstrations is eliminated. For example, Switzerland has been operating under a system of direct democracy for about 150 years [ 16 ]. This fosters a sense of responsibility and develops the ability to see how individual decisions affect the future of society.

    This involves a smartphone app linked to a special version of the citizen’s electronic passport. The source code of the voting system must be open-source. This makes it possible to identify all vulnerabilities in a timely manner with the help of independent security experts (including those working for a fee).

    Several levels of audience coverage are envisaged: the entire world, a group of countries (e.g., the EU), a country, a region within a country, a city, as well as any other group of people, such as company employees or a school class. The app must be truly versatile and, at the same time, easy to use.

    As a standard feature, the quality of each survey conducted will be evaluated. To this end, two additional sub-questions must be included for each individual question. Based on the responses to these sub-questions, a survey rating for the survey initiators and a trust rating for each question will be generated. Example of follow-up questions:

    • Rate the overall balance and relevance of the question on a 10-point scale. Possible answer: 7 points;
    • On a scale of 1 to 10, rate the potential for opinion manipulation in this question. Here, 0 indicates no manipulation and the topic is fully covered, while 10 points indicates outright manipulation, and the question should be rephrased. Possible answer: 3 points;

    The style of the questions themselves should also become standardized, aimed at developing statistical and global thinking. Answers to the questions should primarily involve numbers. It is also possible to simply select the option: “The question is irrelevant; I will not answer it.” Here are a couple of examples:

    • Please rate, on a 10-point scale, the importance of long-term forecasts in politics. In this case, we’re talking about a forecast looking 30 years ahead. Is it important to you to understand the state of society from this perspective? Possible answer: 8 points (this is definitely important);
    • Please estimate, in billions of euros, the upper limit of budgetary funds that Germany can spend on the care and integration of refugees and undocumented migrants, including costs for deportation, border security, and detention. Possible answer: 40 billion euros (actual average figures for 2023 and 2024);

    For reference: the 2017 Bundestag elections cost taxpayers 92 million euros [ 17 ].

    In Germany, there is an interesting example of a service called “Wahl-O-Mat” [ 18 ]. The service works by having the system calculate your political alignment—expressed as a percentage—relative to each party or candidate after you answer a specially designed list of questions. Unfortunately, however, there is no way to assess the quality or potential for manipulation of the questions themselves.


    Possible Technical Implementation

    An electronic polling system must simultaneously ensure maximum ease of use and unmatched, cryptographically verifiable security. Ease of use implies a smartphone app. However, security requirements necessitate an additional, separate device. For the sake of simplicity, this device could be a card with a passive NFC (Near Field Communication) e-Ink display, implemented as a next-generation citizen’s passport. The final decision is confirmed outside the smartphone, on the card. If the smartphone is compromised, it can display anything, but the card will only sign what you saw on its screen and confirmed.

    The technology for ultra-thin, flexible, color e-Ink displays with passive NFC powering—requiring no batteries or rechargeable cells—already exists. The display size will match the size of the card. Incidentally, the screens of the first iPhones were roughly the same size. It may be necessary to increase the resolution of the e-Ink displays to the level of that first iPhone.

    The survey process could work as follows:

    • the smartphone displays the question text, graphs/links, explanations, and discussion;
    • the user selects or enters answers on the smartphone as a draft (for convenience);
    • the smartphone transmits a package—consisting of the question, selected answers, and metadata—to the citizen’s passport (a card with passive NFC and e-Ink);
    • the card itself verifies the question’s signature (i.e., it recognizes that this is an “official question” and not a forgery from an infected phone);
    • the card displays on its e-ink screen, briefly and unambiguously, what it is about to sign/record, for example:
      • A few lines of the full question text
      • Rating: 8
      • Balance and relevance: 7/10
      • Manipulativeness: 3/10
      • Hash: 7F2C-19A6 (a short hash/fingerprint is needed to prevent someone from slipping in different text under the same number)
    • You confirm on the card (one touch area/button);
    • the card issues a “ballot container” (signature/encryption/receipt), and the smartphone simply sends it over the internet;
    • Later, you (or an observer) can use the receipt to verify that the ballot has been recorded/published in the registry and counted correctly (this is the E2E verifiability layer);

    This technology, in a slightly modified form, can also be used to log in to websites without a username and password, which also significantly simplifies internet use.

  4. Labor Law Reforms

    • A four-day workweek at the citizen’s discretion;

    Flexible choice of workweek duration as an alternative to unconditional basic income. As a result, citizens will have the opportunity to earn good money while having enough free time to pursue their ideas and creative projects or simply to enjoy a good rest.

    The idea of a universal basic income (UBI) is widely discussed. In the author’s opinion, it has a significant drawback: namely, people’s loss of incentive to work. The author is convinced that this phenomenon could become widespread if UBI programs were launched. This would be followed by negative consequences such as a loss of purpose in life, depression, cultural decline, and others.

    An alternative to UBI, but one without the drawback described above, would be a flexible choice of workweek length. In an employment contract, it could be set at four or five days.

    Those citizens who spend less money, recognizing the futility of a consumerist lifestyle, will be free to enter into an employment contract with their employer to reduce the length of the workweek. In other words, that very basic income is already achievable today for many citizens with a four-day workweek. It is clear that over time, with steady economic growth, these people’s standard of living will match today’s standard of living under a full workweek. This is one of the goals of this Program.

    In many cases, citizens will find it convenient to work four days a week and, accordingly, have three days off. Three days off are like a mini-vacation every week. That would be wonderful.

    It is the number of workdays that should be reduced, not the number of hours, as this more effectively eases the burden on the transportation system.

    The Move Away from Cash

    It is clear that increased transparency in cash flows will make financial fraud, money laundering, and tax evasion more difficult—which is undoubtedly a positive development. Moving away from cash will help in the fight against terrorism and organized crime, as well as increase labor efficiency and reduce our environmental footprint.

    Some people fear that if we transition to a completely cashless system, the government will be able to restrict citizens’ freedoms by arbitrarily freezing their accounts. To prevent such behavior by the government, appropriate laws will need to be enacted. Ultimately, digital money is the inevitable future. Let’s take a bold step toward it.

    Special measures will be needed to guarantee the safety of capital for wealthy individuals. When converting cash into digital form, there should be no investigations into the origin of these funds. Nor should there be any deductions, “legalization taxes,” or the like. For such individuals, everything will start with a clean slate, with the transfer of all capital into the transparent sphere. It should be clarified here that this is not about protecting criminals; but rather that, due to the current ability to conceal illicit capital through cash and offshore zones that allow for anonymity, regulators may not be aware of this portion of the money supply. To create incentives for the voluntary transition of capital to the fully transparent world of electronic money, citizens must be granted immunity from prosecution by the state. If, however, after the transition to electronic money, someone decides to break the law, then, of course, there will be no immunity.

    All the technical means for transitioning to electronic money already exist—namely, electronic cards and electronic payment systems (Apple Pay, etc.). All that needs to be done is to stop printing cash.


    Eliminating Non-Transparent Financial Flows

    We must stop doing business with companies registered in offshore zones and other locations around the world where there is an opportunity to commit financial crimes and launder money. I note that some steps in this direction have already been taken [ 19 ].


    Creating an Independent EU Payment System

    It is necessary to create the EU’s own fully electronic, independent payment system. German Foreign Minister Heiko Maas was the first to announce this initiative [ 20 ]. It is absolutely essential to see this initiative through to implementation.


    Creation of a Centralized Repository for Access to Historical EU Market Data

    This is an obvious gap in the EU market. The idea is to create a system similar to Yahoo.Finance for the U.S., only better and tailored for the EU. This would provide a number of advantages.

    • Transparency and competition. Unified access to historical price and volume data across all EU trading venues reduces information asymmetry and breaks the monopoly of “data available only to major players”;
    • Lower costs for the economy. Standardizing formats and licenses eliminates duplicate purchases and integrations by banks, brokers, researchers, fintech companies, and regulators;
    • Better regulation and oversight. Comparable data across the EU accelerates the detection of market manipulation, conflicts of interest, liquidity anomalies, and systemic risks;
    • Accelerated innovation. Startups and universities no longer need an “all-you-can-subscribe-to” plan: a solid foundation is created for risk models, algorithmic trading, stress tests, and research replications;
    • Lowering barriers for investors. Retail and institutional investors gain access to comparable analytics on any EU issuers and exchanges, including smaller markets;
    • A “default” single market. Common standards for identifiers (ISIN/LEI/MIC), corporate actions, and events make it easy to compare and analyze securities from any EU country or exchange as part of a single system;
    • Strategic autonomy. The EU is less dependent on external providers and political and commercial restrictions on access;


    Elimination of the annual tax return

    The next logical step would be to eliminate the annual tax return. This should be done, at a minimum, for salaried employees. The requirement to file annual tax returns has led to the creation of a massive bureaucratic behemoth. In its current form, the tax return in Germany is a very cumbersome way of distributing subsidies to the population through tax credits. A significant portion of these credits covers commuting expenses to and from work. Therefore, eliminating the annual tax return would be a natural step following the introduction of free public transportation (see the relevant proposal) and the transition to electronic money. Tax authorities should automatically receive the information necessary for calculations.

    Let me repeat: mandatory tax returns constitute a massive bureaucratic apparatus that forces citizens to beg the state for small compensations—it would be far more appropriate to raise the general standard of living for citizens and end the practice of filing tax returns.


    Introduction of a Flat Tax Rate

    Or the elimination of the variety of tax brackets. In Germany, there are six different tax brackets. After living in this country for more than ten years, the author of this program has concluded that such a variety of tax brackets leads to unnecessary inconvenience and complexity for citizens. I propose introducing a flat tax rate or a single tax bracket.


    Abolishing the practice of negative interest rates on citizens’ deposits

    The author’s opinion on global digital currency and Bitcoin

    Bitcoin, which aspires to be a global currency, has a number of significant drawbacks. Let’s list them:

    • a massive environmental footprint and pointless computations. Billions of processors perform calculations for the sake of calculations, consuming enormous amounts of electricity and water—in short: total inefficiency;
    • the need to pay “fees” for every transaction, which makes payments for inexpensive goods pointless;
    • low transaction throughput;
    • the need to store a large volume of transaction history data (not just your own, but that of all participants in the payment system) on every device;
    • a lack of transparency for financial institutions in democratic countries. This fact encourages criminal elements or countries with totalitarian regimes to use cryptocurrencies in their activities;
    • an underdeveloped mechanism for refunds in cases of fraud;

    But overall, the author finds the very idea of a single global currency appealing. It has the potential to stimulate international tourism and business.

    A phased transition to free electric public transportation

    Goal and benefits: convenient and efficient passenger transportation, reduced emissions, relief of traffic congestion, resolution of traffic jams, fewer car accidents, and freeing up space currently occupied by parking spots.

    This refers not only to free intra-city public transportation but also to commuter and regional trains.

    The endless proliferation of cars—and, consequently, the parking spaces and garages required for them—represents an incredible waste in terms of material consumption and resource use, including living space. At the same time, it is important to understand that the transportation system—or, more broadly, the movement of people and goods—is essential to the functioning of the economy. Therefore, the fewer barriers (such as the need to pay) and bottlenecks (traffic jams) there are in this system, the more actively the economy will develop. We need to clearly understand where development should be driven by business and competition, and where government initiative is needed. The additional burden on the budget resulting from implementing this approach will be offset by increased revenue from other sectors of the economy.

    It is also important to take into account that charging fares for public transportation entails inevitable additional expenses for ticket inspectors’ salaries and infrastructure. The latter includes ticket vending machines, including those that accept cash, which require regular maintenance. Clearly, this is not an efficient use of funds.

    Imagine that to get to your destination, all you’d have to do is tap a location on your smartphone’s map app, plan your route, and then simply head there. You no longer need to figure out which smartphone app to use or how to buy a ticket; you don’t need to waste a single minute of your time—just hop on public transportation and head to your destination. This is what getting around in Luxembourg is really like. This European country has already introduced a system of free public transportation. Moreover, the trams and buses are clean, not overcrowded, and pleasing to the eye with their attractive design.

    Here, we need to back up these arguments with figures. For example, from [ 13 ] we learn that the German Ministry of Transport’s expenditures in 2019 will total 29 billion euros, while its revenues will amount to 9 billion euros. In other words, to cover all the costs of free public transportation, we would need to allocate an additional €9 billion from the budget. With a total budget of €356 billion, I don’t see this as a major challenge. But, as mentioned above, the benefits of this step are obvious.

    It’s worth noting that in Germany (I often compare things to Germany because I’ve lived here for over 10 years), discussions about free public transportation have been ongoing since 2018 [ 21 ]. There are both critics and supporters of this idea. Critics cite arguments such as the financial implications and the potential for overcrowding and littering on public transportation. I am confident that with a phased transition to free public transportation, all problems that arise can be resolved appropriately. Especially since, in most developed countries, maintaining cleanliness and order is a well-established way of life.

    In implementing this proposal, the top priority will be to restore the punctuality of public transportation (which is particularly relevant for Germany). This metric must be brought up to at least 95% of vehicles arriving on time. At the same time, electrification in this sector must be brought to 100%.

    It is clear that in car-manufacturing countries, particularly in Germany, there will be a decline in automobile production. We will have to go through this in order to ultimately achieve a revitalized society that does not suffer from an excess of private vehicles. A society that is more environmentally friendly, more efficient, and happier. We must understand that the overproduction of environmentally harmful, metal-intensive products is counterproductive.

    At the same time, we must not forget that any private car—including electric ones—will amount to about two metric tons of waste at the end of its life cycle. And the number of car tires—which also pollute the environment as they wear out—is simply astronomical.


    Further Development of Infrastructure for Electric Bicycle Transportation

    The modern electric bicycle has sparked a “quiet” revolution and changed many people’s views on travel, outdoor recreation, and even freight transport [ 22 ]. Therefore, it is necessary to further develop both bicycle lanes and a network of autonomous fast-charging stations. A calculation [ 23 ] shows that electricity consumption per person per kilometer for an electric bicycle is 10 times less than for an electric car. This mode of transportation does not waste energy; virtually all of it goes toward propulsion.


    Widespread installation of standalone electronic display boards at every public transit stop

    In Germany, as in many other EU countries, public transit stops feature convenient digital displays showing real-time traffic information. At present, however, due to installation and connectivity challenges, such devices are far from being installed at all stops. It is proposed to make these electronic displays fully self-powered by using ultra-low-power screens and solar panels installed vertically to prevent them from being covered by snow during the winter months. Each display will be easy to install at any public transit stop without the need for a physical connection to the power grid or a data transmission line, and will immediately display the necessary information.


    Abolishing the Division Between First and Second Class

    On trains and airplanes, the division into first and second class still exists. But this is a relic of the past: aristocrats and the poor, farmhands and landowners, slaves and their masters—remember? Class distinctions in transportation reflected class differences in society. It’s high time to abolish this outrage [ 24 ]. The point is that trains and airplanes should be equally comfortable for everyone. If this isn’t yet the case somewhere, then it needs to be changed. Especially since wealthy people always have the option of traveling by private transportation. Another point is that today, for example, on regional trains in Germany, first-class compartments often look worse than second-class ones. At the same time, first class is almost always empty. Wouldn’t it be better to use that space to increase the overall capacity of the trains?

    Here it is worth recalling Ludwig Erhard, the architect of the German economic miracle [ 25 ]. For him, the market and the market economy were not ends in themselves, but rather a means to achieve social goals—in particular, overcoming class differences in society and maximizing the development of the country’s creative potential (from the preface to the book *Prosperity for All* [ 26 ]).


    Promoting the Development of Autonomous Driving Systems

    Promoting the development of electric vehicles, free public transportation, and autonomous driving systems should be one of the government’s priorities. Autopilot systems and free public transportation will lead to a significant reduction in private vehicle traffic on the roads, which will relieve congestion and free up parking spaces. In turn, the reduction in automobile production will have a positive impact on the environment. Needless to say, the main benefit of introducing autonomous driving will be a reduction in traffic fatalities.


    Additional measures to improve the quality of passenger transportation

    There is also an idea to revise the system for collecting trash on trains: currently, on many trains in Germany, small trash bins are mounted on the side panels opposite the tables and seats. Undoubtedly, this offers some convenience for passengers, but, on the other hand, it is extremely unhygienic: First, these bins lack a special waterproof liner, which leads to liquids—such as those from discarded coffee cups—spilling directly inside the bin. Second, and it’s just awful when a cleaner walks through all the carriages, leaning over passengers and using their hands—wearing the dirtiest gloves—to scoop trash out of these bins. Solution: have a single centralized trash collection point per carriage.

    More user-friendly screens should be installed on trains to display information about stops, times, and speed. Additionally, where appropriate, a visual map of the train’s route should be displayed.

    The practice of displaying advertisements on trains via information screens should be discontinued.

    It is also advisable to discontinue the practice of coupling different trains that travel a certain portion of the route as a single unit and are then split into two parts, each of which continues in a different direction. This confuses passengers, especially foreigners; it’s impossible to get used to. I would also include the simultaneous presence of trains on a single platform—it’s very inconvenient for ordinary citizens. Generally speaking, transportation is one of those fields where there is a high demand for people who can make complex systems simple for the end user. After all, the goal is the same: people should not encounter difficulties when they want to travel from “point A to point B.”

    What Should the Energy Sector of the Future Look Like?

    First and foremost, it should be noted that about 70% of the energy consumed by humanity is thermal energy. The remainder of the global energy balance consists of electrical energy. As it happens, the agenda in most EU countries focuses solely on transitioning electrical energy sources to renewables. There is very little information available about switching urban heating and hot water systems from fossil fuels to other sources. Today, we are witnessing rapid development in both renewable, environmentally friendly energy sources and coal- and gas-fired thermal power plants that pollute the Earth’s atmosphere.

    Nuclear power stands apart—it does not produce carbon dioxide emissions, but it does produce radioactive waste that remains hazardous for thousands of years. In addition, nuclear power plants have, on average, a relatively low efficiency rating—about 32%. That is, for every 1 GW of power generated, 2 GW is lost as heat. By comparison, gas-steam turbines achieve an efficiency of up to 64%. Is it even possible to do without nuclear energy and hydrocarbons? Is it possible to build an energy system based solely on renewable, environmentally friendly energy sources?

    Solar energy in Europe is practically nonexistent in winter, on cloudy days, and at night. Wind power plants also have unstable energy output, which depends on wind availability. In winter, they can freeze up and be unable to generate electricity, although such cases are rare. Hydropower is stable but has limited capacity.


    Challenges of the Transition to Hydrogen

    Germany has concluded that hydrogen could serve as a global energy carrier. The author of this program performed calculations for Germany [ 27 ] and reached the following conclusions: To store the hydrogen needed for the country’s heating and electricity supply during the winter, we would need at least 13.5 times more underground storage facilities than currently exist in Germany. For reference: not every natural gas storage facility is suitable for hydrogen. Thus, the challenges facing hydrogen energy and energy systems relying solely on environmentally friendly energy sources, such as wind and solar, are evident. However, the use of hydrogen is not ruled out in certain specific areas of life, such as long-haul passenger aircraft and space rockets.


    The potential of deep-drilling geothermal energy.

    The third—and, in the author’s opinion, the best—solution at present is the widespread use of geothermal energy. This primarily involves deep (up to 10 km) drilling into the Earth. Wikipedia [ 28 ] cites the following figure: the energy stored underground at depths of up to 3,000 m is sufficient to supply all of humanity for 100,000 years! These are simply incredible figures, and they mean that just one percent of this energy could sustain humanity for 1,000 years.

    Currently, dozens of deep boreholes have been drilled in Germany, with a maximum depth of up to 7 km. The temperature of the underground rock at the bottom of these wells ranges from 40°C to 374°C, and the available thermal output ranges from hundreds of kilowatts to tens of megawatts per well. Thus, even today, a single deep well is capable of providing hot water and winter heating for an entire neighborhood in a city—that is, thousands of apartments. And all of this works without any heat pumps—hot water from underground can be supplied directly to residential buildings. Moreover, geothermal energy, unlike energy from sources such as the sun and wind, is quite stable—that is, it does not depend on the time of day or the season. Geographically speaking, geothermal energy is available virtually anywhere on our planet.

    It should be noted here that deep boreholes are capable of generating steam directly for the steam turbines of electric generators. However, the efficiency of this conversion is extremely low (about 25%), and during the warmer months, a significant amount of heat must be released into the atmosphere. Therefore, generating electricity using steam from deep wells makes sense only during the cold season, when the waste heat can be used to heat buildings.

    Geothermal energy has two main drawbacks: first, the high cost of drilling—currently amounting to millions of euros per well. This drawback can be easily overcome with adequate government incentives for the industry. The second drawback of geothermal energy is more serious—it involves rare instances of triggering underground tremors, or small earthquakes. As far as is known, this is caused by the very technology used to extract heat from deep within the earth. Currently, this technology involves an open-loop water system, i.e., pumping water into a well under high pressure and extracting (forcing out) hot water from another well. The author proposes minimizing the impact on underground soil layers and implementing a fully closed-loop water circuit. This entails the development of a new technology. And it is worth the effort.

    At present (late 2025), we are witnessing the implementation of the world’s first deep-drilling technology featuring a branched system of horizontal wells with a closed-loop circuit, which eliminates the risk of earthquakes (unlike similar technology involving hydraulic fracturing). In the small Bavarian town of Geretsried, the Canadian energy company Eavor Technologies has implemented a bold geothermal project [ 29 ] that could serve as the foundation for a sustainable energy supply in the future.

    Conclusions: Geothermal energy must be developed. Environmentally friendly energy from deep (up to 10 km) wells is capable of fully meeting the EU’s needs for heating and hot water, as well as partially offsetting the decline in electricity generation from solar panels during the winter months.

    The author did not consider certain other approaches to energy supply here due to their impracticality and excessive complexity. Thus, the following were left “out of the picture”: Germany’s return to nuclear power and its further development, the Desertec project [ 30 ], thermal storage systems designed for long-term storage [ 31 ], as well as heat pumps and 5GDHC low-temperature district heating networks [ 32 ]. Heat pumps, in particular, are well-suited for single-family homes, but their use in apartment buildings and high-rises is not justified due to the need to drill numerous shallow wells. 5GDHC networks involve a centralized heat supply loop plus heat pumps in each building—this adds unnecessary complexity. It is simpler to rely solely on a centralized heat supply loop fed by deep boreholes.


    Program for Adapting the Housing Stock to Heat

    Given the annual increase in the number of hot and extremely hot days, it is necessary to recognize indoor cooling as a fundamental function of climate security. In many European Union countries, particularly in Germany, the situation is such that cooling systems are often simply not available in multi-unit residential buildings.

    Historically, housing was designed primarily to protect against the cold: priority was given to heating, thermal insulation, and hot water supply, while summer heat was long considered a short-lived and secondary concern. In addition, installing split-system air conditioners is often difficult due to facade requirements, the need for permits, noise restrictions, and problems with condensate drainage. As a result, during periods of extreme heat, a significant portion of the population lacks an affordable, standardized, and technically simple way to cool their living spaces. Therefore, where necessary, the ability to cool apartments in multi-unit residential buildings, as well as facilities such as hospitals, daycare centers, schools, nursing homes, and other socially significant facilities, should be ensured.

    For the existing housing stock, the simplest, fastest, and most effective solution is the widespread use of monoblock two-pipe air conditioners with inverter control and a self-evaporation function for condensate. Such a unit does not require an outdoor unit, refrigerant lines, a drainage system for collecting condensate, drilling into the facade, or major structural alterations to the building. It can be installed in an apartment temporarily for the hot season and stored in a storage room during the winter.

    One example is the following unit available on Amazon [ 33 ]. This unit is rated for a maximum electrical power of 900 W and produces 3.5 kWh of cooling capacity.

    Unlike single-hose portable air conditioners, the dual-hose system uses a separate intake for outdoor air to cool the condenser and a separate outlet to expel heated air outside. This reduces the intake of hot air through gaps, minimizes the loss of already cooled indoor air, and makes the unit operate more efficiently under real-world apartment conditions. Therefore, climate adaptation programs should focus specifically on dual-duct models.

    Inverter control should also be a mandatory requirement. Unlike simple non-inverter air conditioners, an inverter unit smoothly adjusts its power output, consumes less electricity in partial-load modes, operates more quietly, cycles the compressor on and off less frequently, and is better suited for continuous operation in residential spaces. If necessary, these units can be further limited in maximum electrical power to reduce the load on the building’s electrical system.

    An important advantage of these monoblock units is not only cooling but also dehumidification. This feature is particularly useful in apartments where laundry is dried indoors. The humidity from drying laundry reduces comfort and increases the risk of mold. Even without connecting hoses to a window, the unit in dehumidification mode can serve as a household dehumidifier, although full cooling requires venting hot air outside.

    The heating function should not be considered essential for such units. The program’s primary objective is to protect the population from heat and extreme heat. Heating in most apartment buildings is already provided by existing systems, so requiring a heat pump in every mobile monoblock could make the program unnecessarily expensive.

    For successful widespread implementation, window inserts for two hoses must be standardized. Such inserts must be compatible with common types of European windows, ensure airtightness, thermal insulation, and protection against rain, insects, and backdraft, as well as have a neat appearance. A standardized window cassette is just as important as the air conditioner itself: a poorly executed hose connection drastically reduces the unit’s efficiency.

    The European market is currently not sufficiently prepared for such a program. There are many single-hose portable air conditioners and stationary split systems on the market, but the selection of dual-hose inverter monoblock units—specifically those designed and manufactured in the EU—is extremely limited. Therefore, it is necessary to encourage European manufacturers to produce standardized, energy-efficient, serviceable, and affordable models for the mass housing stock.

    Compared to split systems, dual-pipe inverter monoblock units offer the key advantage of simplicity: they do not require an outdoor unit, facade approval, refrigeration line installation, or on-site refrigerant handling. Compared to wall-mounted monoblock units without an outdoor unit, they do not require drilling through thick exterior walls and can be used even where facade work is impossible or too expensive. This makes them particularly suitable for the rapid retrofitting of existing homes.

    Additional solar panels or building-wide batteries should not be considered a prerequisite for such a program. Modern, moderate-capacity inverter-based monoblock units consume relatively little electricity, especially when the temperature is set reasonably. Instead of costly, mandatory storage infrastructure, a simpler approach should be adopted: informing residents and property management companies about the need to avoid running multiple high-power electrical appliances simultaneously during peak load hours. For example, when the air conditioner is running, it is advisable not to turn on the stovetop, oven, kettle, and other high-power appliances at the same time unless necessary.

    For new buildings, a similar approach can be adopted as a minimum standard for individual cooling and dehumidification. In this context, the design of new homes should account in advance for convenient hose routing, unit placement, off-season storage, and safe connection to the electrical grid. Even if a building is eventually connected to a centralized cooling system, having a simple individual unit can remain a useful backup.

    Thus, a program for the widespread adoption of dual-hose inverter monoblock air conditioners is a realistic, rapid, and socially accessible way to adapt Europe’s housing stock to heat. The key conditions for success are the standardization of window inserts, limiting the capacity of the units, a focus on dual-pipe inverter designs, a self-evaporation function for condensate, and the development of European manufacturing of such devices.

    Construction of High-Rise, Comfortable Buildings

    Today, skyscrapers represent the quickest and most effective way to provide people with comfortable and affordable housing. Listed below are the innovations that will make the proposed high-rise buildings the most outstanding in the world:

    • The first innovation is complete self-sufficiency in electricity, hot water, and heating. Excess electricity will be used to charge electric vehicles. This innovation makes our building truly a building of the future: heating, hot water, and electricity will be generated using geothermal energy through deep horizontal drilling technology, without the use of heat pumps;

    • The second innovation lies in the construction technology: our skyscraper will be assembled from various prefabricated blocks, much like a Lego set. This will significantly speed up construction. Incidentally, construction of the entire building should take no more than a year. At the same time, its service life is expected to be at least 100 years. After that, the building can be relatively easily dismantled completely, and a new one erected in its place;

    • The third innovation is the relatively low construction cost: our high-rise will cost around 100 million euros, which will revolutionize the mass construction of affordable housing;

    • The fourth innovation is the inclusion of a cafeteria, supermarket, preschool, elementary school, gym, office space, and other amenities located directly within the building.
    • A brief technical description might look like this: the building has 60 stories and a footprint of 45 m × 45 m, which allows for the flexible arrangement of 16 apartments, each 90 per floor. The first 10 floors are 4 m high each (stores, a cafeteria, a preschool, an elementary school, offices, a gym, etc.), while the remaining 50 floors are 3 m high each, for a total building height of 190 m. Given its number of floors, the building will be relatively low-rise. The number of residents will be approximately 2,500. A three-level underground parking garage for cars and one underground level for bicycle parking are also planned. Moreover, with the shift to free public transportation and the advent of self-driving taxis, the need for these underground levels will decrease.

      It must be said right away that the excuses currently used in the EU to avoid constructing high-rise buildings—such as the claim that they cannot exceed the height of existing structures—seem outdated and laughable. The need to build a skyscraper is driven by high demand for housing on the one hand and a vision of the future on the other. Thanks to its innovative features, the proposed skyscraper will serve as a model of efficient management.

      What needs to be done? First and foremost, legislative incentives for skyscraper construction must be introduced. In growing cities and even in small towns, the focus should be exclusively on high-rise buildings. It is important to note here that the author is by no means proposing to forcibly relocate everyone to skyscrapers. Whether or not to live in such buildings is an entirely voluntary decision for each citizen. However, given the prevalence of low-rise buildings and the virtually complete lack of choice at present, I propose that, in the short term, we cease the construction of low-rise buildings and focus on constructing high-rise buildings and improving related technologies. After all, it’s clear that many people will find such buildings appealing. This approach also ensures efficient use of space and resources, as well as lower material and energy consumption compared to an equivalent number of scattered low-rise buildings.

      The numerous intermediaries involved in the process of finding and renting housing must be eliminated. A centralized online apartment search service should replace all unnecessary middlemen. This will ensure a convenient apartment search experience and standardized pricing. In addition, each rental listing should include 3D models of its interior, as well as 3D renderings of the building’s exterior and the surrounding area.


      City Planning from Start to Finish: The “Civilization” Project

      It should be noted that certain aspects of urban planning can only be optimally addressed by designing an entire city from scratch. Chief among these aspects is the low cost of housing, achieved through the efficiency of construction technologies. Another example is a high-quality system for the separation, collection, and disposal of household waste based on pneumatic waste chutes [ 34 ]. Thus, with the revolutionary technology for the rapid construction of high-rise buildings described above, it seems logical to design an entire large city based on it. The “Civilization” project by the author of this Program [ 35 ] is intended to turn this dream into reality.

      Thus, if we imagine a city consisting largely of skyscrapers, we can envision a very large area of parks, green spaces, and nature reserves located between the high-rise buildings. It is important to keep in mind that the need to move between high-rise buildings in the city will be partially eliminated, since the skyscrapers will house companies providing jobs, as well as stores providing food and other goods, along with certain forms of entertainment and even schools and university branches.

  9. Reforms in Education

    Unlike in the United States and the United Kingdom, education in Europe (including higher education) is predominantly free. The European education system, refined over centuries, is the best in the world. Nevertheless, the author would like to suggest some improvements.

    • Countering propaganda: educating the public about the methods and dangers of propaganda;
    • Teaching students to express their thoughts concisely as a key to intellectual development;
    • Cognitive biases—the need to study them at the elementary education level;
    • studying the universal principles of simplicity and beauty;
    • incorporating Richard Fuller’s principles into education;
    • mass online education;

    The results of a person’s education and intellectual work can be passed on to subsequent generations through epigenetic mechanisms [ 36 ] and, possibly, other, as yet undiscovered mechanisms of genetic information transformation inherent in nature. This will lead to accelerated human development at the genetic level.

    Countering Propaganda: Informing the Public About the Methods and Dangers of Propaganda

    The author identifies the following characteristics of propaganda:

    • mandatory, regular alignment of the media’s news agenda with that of a dictatorial regime;
    • the financing of propaganda media activities from public funds;
    • blatant lies mixed with fragments of truth;
    • the exaggeration of insignificant news stories into significant ones and, conversely, the “concealment” of inconvenient facts;
    • it is the coverage of issues by the media exclusively or predominantly from one perspective;

    In fact, from the perspective of human development as a species, the effect that propaganda has on people is a true phenomenon. At this stage of human development, it is enough to bombard people through the media with a powerful stream of pre-coordinated and specially crafted information, and thoughts will begin to form in their minds within a strictly limited mental framework. In other words, the vast majority of people are unable to resist propaganda; it seeps into their minds like a corrosive, poisonous suspension. Conversely, very few people are immune to propaganda and capable of independently regulating and analyzing information flows.

    Thus, with the help of propaganda, it is not difficult to turn a person into, for example, a proponent of fascist ideology—and they won’t even realize it. The full picture will become clear later in a historical context, as was the case in Nazi Germany. Right now, for example, Russians support the slaughter led by Putin and talk about Russia’s greatness. At the same time, the Russian people are so destitute that for a third of a lawmaker’s salary, they are willing to go kill the inhabitants of a neighboring country and be killed themselves.

    This means that the country’s autocratic leader, who traps his citizens in an information bubble of propaganda, is a criminal. After all, in this case, people are deprived of the right to form an objective point of view, to think freely, and to receive information from independent journalism. In effect, this is a mass experiment on people, which constitutes a crime against humanity.

    Here, it is proposed to introduce a course in high school on the methods and dangers of propaganda. The goal of the course is to develop immunity to propaganda and the ability to independently manage and analyze information flows. The author is confident that it would be very beneficial for people to partially adopt the training methods used for special service agents in this area.


    Teaching Conciseness in Expressing Thoughts as a Key to Intellectual Development

    Conciseness in expressing thoughts is the ability to convey complex ideas clearly and succinctly without losing their depth and significance. Developing this skill plays an important role in a person’s intellectual growth for several reasons:

    • deeper understanding: to express a thought concisely, one must fully grasp the essence of the topic at hand. This requires analysis, synthesis, and critical reflection on the information. Thus, the pursuit of conciseness fosters a deep understanding of the material;
    • effective communication: In today’s world, information overload has become commonplace. The ability to convey ideas clearly and concisely allows a message to reach an audience more quickly and with less likelihood of being misunderstood;
    • development of critical thinking: conciseness requires selecting the most important aspects of a topic and omitting secondary details. This process fosters the development of critical thinking by allowing one to focus on key elements and establish connections between them;
    • Improved memory and concentration: Reducing the volume of information to its essence makes it easier to remember and improves concentration;
    • Respect for the listener: Summarizing one’s thoughts demonstrates respect for other people’s time and attention. This promotes more productive communication and strengthens social bonds;


    Cognitive Biases—A Necessity for Study in Elementary Education

    It is evident that humans, as a species, are imperfect. This is evidenced, among other things, by the extensive list of cognitive biases in human thinking [ 37 ]. Focusing on studying the weaknesses of human intelligence will, over time, allow us to eliminate them.


    Studying the universal principles of simplicity and beauty

    On several occasions in my life, I have encountered devices with terribly illogical user interfaces. In my professional work, I have had the opportunity to become familiar with many types of devices, including several kinds of spectrum analyzers. Well, the external control interface of one of them (I’ve forgotten the manufacturer, but that’s not important) was so illogical that my colleague and I were forced to spend about 15 minutes searching for the function we needed in the manual. When we finally found it, we spent a long time wondering why that function was assigned to those buttons and not to others. After all, it seems completely illogical.

    On the other hand, a similar device from Hewlett-Packard had a completely intuitive interface. They could have done without a manual for that device altogether. It’s clear that the ability to create simple, intuitive interfaces boosts end-users’ productivity.

    Clearly, this applies not only to measuring instruments but also to any device or program that people interact with. The principle of simplicity and intuitiveness in interface design should be applied across all fields to make technology easier to use and improve user efficiency.


    Applying Richard Fuller’s Principles to Education

    Richard Buckminster Fuller [ 38 ] was an American architect, inventor, philosopher, and futurist. He is known for his innovative ideas in the fields of design and education. Fuller developed unique principles of education aimed at fostering creative thinking and solving humanity’s global problems. The main principles are listed below. It is worth noting that many of these are already embedded in the European education system.

    • learning through experience: Fuller believed that the best way to understand the world is to interact with it directly. Hands-on experience and experimentation allow students to absorb knowledge more deeply;
    • Systems thinking: He promoted the idea of studying the interconnections between different disciplines. This helps students see the big picture and understand how changes in one area can affect others;
    • Synergy: He emphasized that collaboration and the exchange of ideas lead to results that exceed the sum of individual contributions;
    • global awareness: Fuller believed that education should foster an awareness of global issues, such as environmental and social concerns, and encourage responsibility for the planet;
    • Innovation and creativity: He encouraged thinking outside the box and promoted innovative thinking to solve complex problems;

    Massive Open Online Courses (MOOCs)

    The fact is that the ability to transmit information over the Internet makes it possible to scale up education without incurring the costs of excessively expanding the teaching staff. This is highly effective. Therefore, it is essential to develop mass online education.

    The “Coursera” project [ 39 ] serves as an example. As of February 2017, Coursera had 24 million registered users, more than 2,000 courses, and 160 specializations from 149 educational institutions. Similar projects also exist in Germany. We need to actively develop this area.

    Every employer should have the opportunity to hire a qualified specialist. To this end, job postings on the job board should specify which online courses an applicant must complete for a given position and what the minimum exam score should be. People should be able to retrain at any point in their lives and secure their desired job or position.

    Architecturally, operating systems such as Windows, Linux, and Android are not secure. They require antivirus software. This is due to the fact that virtually every application has full access to the file system. We should look to iOS, the mobile operating system for iPhones, developed by a team led by Steve Jobs. The key principle ensuring unmatched security is the isolation of applications within so-called “sandboxes.” I’m sure it will come as a revelation to many—even now—that there are no antivirus programs for iOS. Not only are they simply unnecessary there, but they also wouldn’t be able to run on this operating system.

    Reducing Emissions in the Energy Sector

    The website ourworldindata.org features a chart showing the distribution of carbon dioxide equivalent emissions by technological sector [ 40 ]. It shows that the energy sector accounts for nearly three-quarters of the emissions contributing to global climate change. Measures to reduce and eliminate these emissions are well described in the sections “Energy Reforms” and “Transportation Reforms” of this Program. I will present here only brief conclusions from the relevant sections:

    Geothermal energy must be rapidly developed. Energy from deep (up to 3 km) wells can fully meet the European Union’s needs for hot water and heating, as well as partially offset the decline in electricity generation from solar panels during the winter months. At the same time, thermal storage systems should be built to store the sun’s thermal energy in the summer and release it into the urban district heating system in the winter. If the choice is between nuclear power plants and coal- or gas-fired power plants, it would be much wiser to opt for nuclear power plants, given their near-zero emissions of climate-changing substances. In the future, with the advent of fusion reactors and cheap electricity, it will be possible to transition to heating and hot water supply through the direct conversion of electricity into heat.

    Promoting the development of electric vehicles, free public transportation, and autonomous driving systems should be one of the government’s priorities. Autonomous driving and free public transportation will lead to a significant reduction in private vehicle traffic on the roads, which will have a positive impact on the environment.


    Transition to Biodegradable Plastic

    Developing plastic packaging and containers that fully decompose within 5–10 years under natural conditions is a top priority. No fewer resources should be allocated to this effort than to the development of batteries for electric vehicles or the development of artificial intelligence technologies. After all, the problem of “plastic pollution” in developing countries and the lack of proper waste recycling there contribute to the widespread and irreversible contamination of both soil and oceans. News coverage of this type of environmental pollution and progress toward solving this problem must remain in the public eye until the complete transition to a new type of plastic packaging is complete.


    Shifting from disposable batteries to rechargeable batteries

    Modern Ni-MH rechargeable batteries have practically matched the equivalent capacity of disposable batteries. This applies to at least the AA and AAA form factors. 1,000 recharge cycles guarantee a significant reduction in costs for the end consumer, assuming the purchase of a universal charger. Electronics generally work fine with rechargeable batteries. In some cases, adjustments may be necessary. This measure will help eliminate a massive amount of potentially harmful waste.


    Raising Awareness About the Enormous Environmental Footprint of Livestock Farming

    Estimates of global livestock farming’s contribution to climate change vary somewhat. Article [ 41 ] presents various figures for these estimates and explains the reasons for the discrepancies. In 2013, the Food and Agriculture Organization of the United Nations estimated that livestock production accounted for 14.5% of global greenhouse gas emissions. Although the analysis was based on data from 2004 and 2005, it remains the most widely cited estimate of the global carbon footprint of livestock farming. The author of this Program will also use this figure as a starting point.

    In particular, the following quote is attributed to James Cameron (creator of such remarkable films as *Titanic*, *The Terminator*, and *Avatar*): “...annual greenhouse gas emissions from livestock farms account for about 14.5% of the total volume of greenhouse gases released into the atmosphere as a result of human activity. That’s more than the entire global transportation sector produces (13.5%) ... We can bring about major change immediately simply by empowering people to change their lifestyles. This doesn’t require massive investments. It doesn’t require new innovative projects, new engines, or new energy sources ... More than 70% of the crops grown in the U.S. are used as animal feed. 70% of available water is used to grow crops, most of which goes to animals rather than people. It takes 13 kilograms of grain to produce one kilogram of meat... not to mention the monstrous cruelty of the livestock industry, which claims the lives of about 100 billion innocent beings every year.”

    The author of this program recorded a video on YouTube [ 42 ], in which he attempted to cover all the most important aspects of veganism. To date, numerous studies have been completed (some of which, incidentally, lasted for decades) that prove it is possible to give up animal-based products without, of course, harming one’s health. Scientists already know exactly which nutrients at the micronutrient level (proteins, fats, carbohydrates, vitamins, and minerals) the body needs and in what quantities. And whether you obtain these components from animal or plant sources makes no difference—it simply defines your dietary culture. The only nutrient that has not yet been found in plants but is essential for humans is vitamin B12. Revolutionary vegan products have already begun to appear that harmoniously combine all the necessary plant-based nutrients, but more on that below.

    The author has also created a website called “The Vegan Effect” [ 43 ]—an online calculator that shows how switching to a vegan diet reduces water and land use and CO₂ equivalent emissions, as well as saves animals. Find out how a vegan lifestyle makes the world a better place!

    Wikipedia contains ample information on this topic [ 4445 ]. Overall, it’s important to note that it is precisely in our century that a historic opportunity has arisen for every person to adopt a vegan diet. Just half a century ago (not to mention earlier times), switching to a vegan diet would have posed health risks due to a lack of scientific knowledge.

    Ultimately, let’s explain to people protesting against climate change [ 46 ] that it is precisely their diet—as well as their parents’ diet—that accounts for a significant portion of harmful emissions into the atmosphere. It is essential to bring this information to the attention of all EU citizens, since by no means all of them are aware of this (!). Currently, environmental protection is associated with green spaces for children, but not at all with dietary habits or the rejection of animal agriculture. This must be corrected. We must change people’s attitude toward other lives, which is currently viewed merely as a price per kilogram.

    It might be effective to include livestock farming in the EU Emissions Trading System [ 47 ].

    To summarize the above, it is clear that people’s transition to a vegan lifestyle would be beneficial:

    1. for the environment (potential reduction of 14.5% of total greenhouse gas emissions);
    2. for improving agricultural efficiency: reduced energy consumption for the production of agricultural inputs and feed, elimination of the need to expand pastures for grazing animals and arable land for growing feed crops, and reduced water consumption;
    3. for your conscience, because the realization that you no longer need to kill other living beings to sustain your existence clears your conscience and warms your soul;
    4. for world peace, because if every person realizes that it is wrong to harm another living being, then there will be no one left to fight against or with. Let us recall here that one of humanity’s greatest discoveries in all of history was Charles Darwin’s revelation that humans, a very long time ago, descended from apes—that is, we are clearly animals ourselves. We are, however, incredibly fortunate: we are animals with a more highly developed capacity for reflection and communication. Therefore, we consequently have greater freedom of choice—so let’s simply choose “Peace Throughout the World” (!), let’s choose a vegan lifestyle, let’s take on this responsibility, and may it be a source of joy rather than a burden to us;
    5. I’m sure many will say here: “I’m ready to give up animal products, even if it doesn’t benefit my personal health,” but fortunately, a vegan lifestyle, when approached correctly, is also beneficial for your personal health (!),—you just need to choose a plant-based diet whose composition at the micronutrient level (proteins, fats, carbohydrates, trace minerals, vitamins, fiber) remains unchanged compared to your current diet—and, of course, don’t forget to take a vitamin B12 supplement;


    Supporting the production of food products that meet the requirements of ecosystem sustainability

    Measures must be taken to develop and promote food products that meet the requirements of ecosystem sustainability. These are innovative products that have appeared on the market relatively recently, just a few years ago. These are powdered mixtures or beverages containing all the components necessary for human life, and they are made exclusively from plant-based ingredients: proteins, fats, carbohydrates, trace elements, vitamins, and essential dietary fiber. The fact is that every country or group of countries has its own Ministry of Health or equivalent organization, which precisely determines and recommends to each person—depending on their age group—a strictly defined amount of calories and micronutrients. But it was only recently that people came up with the brilliant idea of combining these natural, exclusively plant-based ingredients to achieve the necessary balance of calories and micronutrients. The first such revolutionary product, called “Soylent,” was developed in the U.S. in 2013 [ 48 ] and was not initially vegan. The EU equivalent of Soylent is “Mana” [ 49 ]. Products of this kind offer a number of advantages: first, they save an enormous amount of time on meal preparation. If you consume Mana while studying at any educational institution or at work, the need for cafeterias simply disappears. It also makes sense to take Mana on various hikes and trips. Second, the fact that Mana is made exclusively from plant-based ingredients leads to a reduction in methane and other greenhouse gas emissions associated with livestock farming, while also reducing water and electricity consumption, as well as deforestation for pastureland. Mana meets the requirements of the EFSA (European Food Safety Authority) [ 50 ] and adheres to its recommendations regarding the necessary micronutrient composition in the diet for every person.

    Now let’s take a break and imagine ourselves on a huge transgalactic spaceship (!). Or, let’s look to a closer future: imagine people building a city-settlement on Mars (!). Can you imagine yourself raising cows and pigs there? (!) At the same time, it’s easy to imagine plant-based food made from produce grown in your own “garden.” That’s the whole point—the Multiplanetary Human Species will be exclusively vegan.


    Rejecting the Production and Import of Products Involving the Killing of Animals

    To protect the environment and wildlife, we must stop the production and import of products associated with the killing of animals. These are mainly leather goods, the production of which inherently involves the use of many harmful chemicals.


    A unified European online resource on recycling

    It is very difficult for a foreigner to understand all the intricacies of waste sorting in the EU. The author experienced this firsthand after moving to Germany permanently. To make life easier for all citizens and improve the quality of waste recycling, every trash bin should have a sufficiently large sticker pointing to a single online resource. This would be a unified European recycling service where, by entering the name of an item, users could receive clear instructions on how to dispose of it. Searches should be possible not only by product name, but also by photo or by a special barcode on the product.

  12. The introduction of a single universal language for all people on Earth as a second language

    The goal is unimpeded mutual understanding among all people on the planet.

    It is difficult to even list all the areas of human life where the introduction of a single language for everyone would significantly simplify life. Overall, this will increase work efficiency and facilitate the unimpeded movement and integration of people, which, in turn, will provide an additional stimulus for global economic growth.

    Imagine if every business document, book, movie, or song needed to be translated into just one single language... how much time and money would be saved... and, if you’re a businessperson, how much your sphere of influence would expand... The world will truly become much closer to every person.

    It should be noted that the rapid development of speech translation tools (including those that work in real time) will not radically improve the situation. The value of direct communication and understanding without gadgets cannot be overstated.

    According to Wikipedia [ 51 ], there are currently just over 400 languages in the world that are considered endangered. Approximately two-thirds of the world’s population speaks the 40 most widely spoken languages. The languages with the largest number of speakers are Chinese, Hindi, English, Spanish, Arabic, Russian, and Portuguese.

    Just imagine: 40 languages and 400 languages! In other words, if I wanted to travel anywhere in the world and needed to be able to speak with anyone on Earth, knowing 40 languages wouldn’t be enough! It’s obvious that in the future, the number of languages will decrease, and as we approach the number 40, the rate of language extinction will slow down significantly. If we do nothing, a single language may emerge on its own, but it will obviously take at least several centuries to reach that long-awaited moment.

    If we proactively transition to a single language for everyone, in a couple of generations it will no longer matter how humanity arrived at this point; but what will matter is the very fact that people from different countries all over the world can communicate with one another in a harmonious, beautiful, grammatically and logically precise and refined language. At the same time, it goes without saying that it is very important not to forget one’s native language. After all, a natural language carries within it the centuries-old history of its emergence and origins. For example, it is interesting to note that the names of most days of the week in German and English are directly linked to the gods of Germanic-Norse mythology [ 52 ].

    I would also like to address the common belief that “language is a cultural code; therefore, when transitioning to a universal language, people will lose their culture and national identity.” This assertion is fundamentally incorrect—throughout history, people have lost the languages of their ancestors. Yet as a result, the cultures of these peoples have not disappeared, and humanity now finds itself in a far more advantageous position than even in the recent past. Culture is a timeless concept; in addition to language, it encompasses traditions, upbringing, education, as well as all forms and means of human self-expression and self-discovery [ 53 ]. Culture, like national identity, can change over time but is never lost. Therefore, if humanity were to share a single common language, it would not lose its culture or national identity but would merely acquire new traits and characteristics.

    It should be noted that in hundreds of years, a single universal language—initially introduced as a second language of communication—will become the native language for most people. This is inevitable, and there is nothing tragic about it. After all, you don’t feel nostalgic for the several thousand languages that once existed but are now extinct, do you? In this era of globalization, “weaker” natural languages are rapidly dying out, so the future of humanity’s languages will in any case consist of a small remnant of the “strongest,” most influential languages. Moreover, it seems this future will come about even without the deliberate introduction of a single language. But rather than waiting for this moment for centuries or even, perhaps, millennia—while constantly facing language barriers—it seems very logical to adopt a single language of communication for all people on Earth as a second language today.

    In general, what I am proposing is to create a common language of communication exactly as it is envisioned in the distant future, having developed naturally. A practical way to implement this idea would be to create a new language according to the following rules: the vocabulary of the new language could be determined by borrowing from other languages based on their current distribution around the world. It also makes sense to borrow words from dead languages that played a significant role in the past (Latin, Ancient Greek, etc.). Grammar and sentence structure rules should be simple and without exceptions. Here, one can draw on the experience of an artificial language such as Esperanto [ 54 ] and similar languages.

    A common language for all people must be free from the shortcomings inherent in existing languages. For example, shortcomings include differences in spelling and pronunciation in English, or the use of multiple letters of the alphabet to represent a single sound in German (“sch” for “sh,” “tsch” for “ch,” etc.).

    A key requirement for the new language is that it be quick and easy to learn. Incidentally, according to Wikipedia, learning Esperanto takes 10 times less time than learning English: 150 hours and 1,500 hours, respectively (comparative studies on the speed of learning certain languages were conducted at the University of Paderborn in Germany). These figures are simply mind-boggling (!). Indeed, if one does not waste time studying tables of strong and weak verbs, transcription and pronunciation, exceptions to the rules, and so on, it becomes possible to achieve tremendous results with minimal effort (!).

    There is an idea (and this is just an idea for discussion) to use an analogue of the Huffman algorithm [ 55 ] and place the main semantic load of the language on words consisting of two, three, or four letters. In theory, this would significantly increase the speed of communication and reduce the volume of documents and books, thereby increasing reading speed.

    For your information: in late 2016, Google launched a new online translation technology—Google Neural Machine Translation [ 56 ]. As a result, the quality of online translations has improved significantly, but it still leaves much to be desired. As for simultaneous speech translation, it’s not even worth discussing yet. Nevertheless, once the power of neural networks increases a thousandfold, I am confident we will achieve high-quality machine translation for both written and spoken language. This field needs to be promoted at the government level. But I see no point in waiting for the emergence of technical means for perfect spoken translation, since this will by no means replace a natural command of a universal language.

    In conclusion, I would like to critique the European approach to addressing the issue of multilingualism. This approach and its background are well described in the article “One Native Language and Two Foreign Languages” [ 57 ]. We discussed above that even knowing 40 languages would not be enough to travel across the entire planet without encountering a language barrier. The European plan involves learning foreign languages throughout one’s life, with which I strongly disagree—a person is not born to spend their entire life learning foreign languages; this should not be a necessity in their life. I consider it a waste to spend time and resources learning many foreign languages instead of a single universal one. At the same time, introducing a single language for everyone on Earth as a second language would reduce the number of hours currently allocated to studying two mandatory foreign languages in European Union schools. The time freed up could be used, for example, to learn to play musical instruments, since music is also, in its own way, a universal language [ 58 ].

    Here is a tentative sequence of steps for implementing this proposal: The first step is to assemble a group of experts and confirm the fundamental feasibility of creating a new artificial language that enables people to express their thoughts and construct sentences simply and coherently based on a small number of rules. We must develop a strategy for its creation, drawing on accumulated experience. Next, we must hold the world’s first global vote to adopt a single language for all people as a second language of communication. It is important that, as far as possible, every person take part in this. Having secured the support of the majority of the world’s citizens, we must create the final version of the single world language as quickly as possible, compile the corresponding dictionaries, and then ensure that this language is taught in schools around the world. At the same time, institutions must be established to preserve natural native languages. Given the global nature of this initiative, both the global vote itself and the publication of dictionaries for the common language should be conducted exclusively in electronic form (for environmental reasons).

    In fact, this is not the “United States of Europe,” but a multinational federation, structurally closer to modern Germany or Switzerland, only on a continental scale.

  14. Enhancing citizen safety through the implementation of civil security devices and software modules

    The purpose of such devices is to record violations of public order and crimes, as well as to assist police officers.

    A “civil security device” is a small physical device installed in public places. Its function is to automatically detect and alert police officers to the following types of incidents: threats involving weapons, the appearance of masked individuals, fights, unusually large crowds, unusual human behavior (such as suddenly running at high speed), car accidents, and the search for a person suspected of a crime upon a specific request.

    Open-source civil security software modules are entirely software-based products founded on neural network training. The word “open” in the title refers to open-source software. These modules come in two types. The first is designed to operate as part of civil security systems. The second is intended for integration with messaging apps and social media platforms on the client side prior to the encryption stage.

    Civil Security System

    In normal operation, such a system consists of a high-resolution video camera, the feed from which is continuously analyzed by an open-source civil security software module. If any of the above events are detected, the information is immediately transmitted to the responsible police station. These devices serve as additional eyes for the police. Thanks to such devices, it will be possible to significantly improve the speed of response to law violations without increasing police staffing.

    The kiosks must be fully autonomous and powered by solar panels located in their immediate vicinity (on a pole or a building wall). In addition to the events listed above, the kiosks must respond to attempted hacking attacks and attempts to jam the signal.

    Access to information from these multifunctional kiosks may also be granted to public organizations, if necessary. In some cases, this will help combat fake news.

    At the same time, as already mentioned, the software module operating inside the terminal must be publicly accessible so that everyone can verify its “integrity.” It is important that people do not feel as though they are being “watched,” but rather understand that the machines perform a strictly defined function and operate using completely anonymized data. Such automated systems can be indirectly compared to the widely used motion sensors installed at building entrances that turn on the lights (at night) when motion is detected.

    Initially, professional programmers will collaborate with police officers to develop the software module. Subsequently, the “Open Civil Security Software Module” will be made publicly available on the internet. Given the open-source nature of the software module, many bloggers will be able to explain its functionality in a way that is accessible to ordinary citizens. Bloggers and programmers will help identify flaws and bugs, which will be fixed over time. Ultimately, we will have a virtual police officer indistinguishable from the most responsible and impartial person.

    Civil security robots can also help count the number of people participating in demonstrations. This is important because, often, the results of counts from different sources (usually with opposing political views) differ significantly.


    Open-Source Civil Security Modules

    Let’s take a closer look at the current situation with messaging apps. On the one hand, we have the approach to security implemented, for example, in the popular messaging app Telegram. The creator of this software, Pavel Durov, wants complete privacy for all his users. But this approach clearly has a significant drawback, since crime would thrive under a regime of complete privacy. But if, under the pretext of fighting crime, we allow privacy to be violated, there will be a risk of abuse of power by the authorities and intelligence agencies. Edward Snowden, in his revelations about U.S. intelligence agencies [ 59 ], speaks precisely to this point.

    The “Open Civil Security Software Module” would successfully resolve this situation. Let’s consider a specific scenario: let’s say someone sent prohibited content (terrorism, drug trafficking, child pornography, etc.) to another person via a messaging app. Telegram’s approach in this case is to block the channel or chat (and even that doesn’t happen in every case). Is this the right approach? No, it isn’t. A person involved in the production of child pornography or other criminal content must be isolated from society, not merely denied access to a chat or channel. It would be much wiser to notify the police and law enforcement agencies the moment such content is transmitted, without the potential offender’s knowledge. The relevant security agencies must be able to analyze all messages in that chat or channel to assess the situation. It is possible that an entire group of criminals is operating.

    Let me remind you that the initial source of information for launching an investigation is a software algorithm, not a human being. This eliminates the possibility of arbitrary action by the authorities and security services. I would also like to note that the ability to develop “Open Civil Security Software Modules” has only recently become possible, as the processing power of mobile processors has reached the necessary level. After all, this module must operate primarily on a mobile device as an integral part of content-sharing applications.

    Interestingly, a similar concept, proposed by the author of this Program back in 2019, is currently being discussed in the European Parliament [ 60 ]. Unfortunately, it is unknown whether the EU authorities intend to adhere to fully transparent and open-source code. If the code for the civil security software module is made proprietary, this would sever the already tenuous thread leading to the establishment of a relationship of trust between the authorities and citizens.

    How is the situation unfolding now? On August 24, 2024, Pavel Durov was arrested in Paris. Virtually none of the prominent figures in the online media are offering a solution to the current dilemma regarding freedom of speech.

    Difficulties and criticism will inevitably arise in the process of implementing this proposal. However, the author relies on people’s reasonableness in finding compromises. False positives will serve as valuable data for retraining the neural network. The “Open Civil Security Software Module” must be freely available so that everyone can verify its integrity and participate in its improvement. Over time, the impartiality and objectivity of this software module will reach the highest level. When this happens, we can expect a reduction in crime rates of at least tenfold. At the same time, the level of privacy will also be unmatched due to the module’s minimal false positives. In effect, this will deprive criminals of their means of communication. Meanwhile, everyone else will have full access to them. Is this not a dream come true for the people and democratic governments?


    The Philosophical and Biological Aspect of Freedom of Speech

    Why restrict freedom of speech at all? Can society exist without any censorship? How do we determine a reasonable balance? The answer lies in the nature of humans as a biological and social species.

    People are susceptible to suggestion and the influence of authority figures. False information and appeals can quickly become established as “the truth,” especially when disseminated by opinion leaders. Since leaders often say contradictory things, this shows just how easily many people adopt the attitudes of others. Most people lack a strong “informational immunity,” and harmful ideas can push them toward illegal actions. No one wants to live alongside crime, so society must establish clear rules—reasonable restrictions that protect people and serve the common good of our species.

    Some content is clearly malicious: terrorism, drug trafficking, child pornography, and proven hoaxes. The solution here is clear—such material is unacceptable. But there are also borderline cases: for example, calls for retaliatory violence during war or statements containing elements of racism, chauvinism, or anti-Semitism—their impact is not always clear-cut.

    In these ambiguous situations, a nuanced automated assessment is appropriate. Modern AI systems (such as ChatGPT and others) are already capable of analyzing context and the degree of risk. A practical approach is to categorize potentially harmful information into 10 levels of risk. If the assessment for any category exceeds a threshold (for example, more than 5 out of 10 points), the system alerts the relevant authorities. This mechanism helps ensure a timely response to genuinely dangerous cases while preserving freedom of speech for law-abiding citizens.

    Thus, moderate and transparent filtering is not a denial of freedom, but a tool that takes human nature into account and works for the benefit of our species: it reduces crime and protects society, while allowing people the maximum opportunity to express themselves freely.

An obvious additional benefit here is the reduction in the consumption of paper, various office supplies, printers, scanners, and shredders, as well as the elimination of the need to allocate space for paper archives.

    This is particularly relevant today, when the volume of paper documents and books has increased many times over compared to the recent past. The development of the global economy has led to unprecedented accessibility of technologies for printing documents and books. The flip side of the coin is the reduction of forest areas, which has a negative impact on the environment.

    However, if we continue to think within the outdated paradigm of paper-based document management, we will not be able to fully leverage all the benefits of the transition to digital documents for a long time to come.

    The goal can be considered achieved when electronic document management is implemented in all government agencies and private enterprises, and printed publications transition to a fully electronic format. Furthermore, the need for traditional mailboxes should disappear entirely, since all correspondence can be received via email.

    Here, a few words should be said about the German universal email service “De-Mail” [ 61 ]. This service was conceived as a highly reliable email system for exchanging messages and documents between German citizens and all government agencies. It’s a good idea, but its implementation is simply awful. First, double domain names like “@de-mail-t-systems.de-mail.de” are simply unacceptable. They could have just chosen a universal name like “@mail.de.” Second, the paid features. Who would have thought, in the age of digitalization, to come up with a paid email service (!). Third, the requirement to provide your email address to government agencies, since they initially know nothing about your email. The fourth drawback of Germany’s email service is that registration is optional. As a result, not all citizens of this country have an email address.

    For the convenience of users, I propose creating a universal email service for the entire EU on the “@mail.eu” domain and eliminating all the shortcomings of Germany’s implementation of this good idea. The service should be completely free, and government agencies should know their citizens’ email addresses. At the same time, all EU citizens and government agencies should simultaneously be provided with a universal email address in the format “имя.фамилия_123456@mail.eu” or “фирма/учреждение_123456@mail.eu” (where the numbers are a random six-digit code). Before a message is sent, both the recipient and the sender are verified (all senders and recipients are listed in a special registry). Two-factor authentication via a mobile phone will ensure secure access over the Internet. A mobile app will provide a user-friendly experience on mobile devices. The use of end-to-end encryption will further secure correspondence.

    I’ll say it again: once these measures are implemented, all mailboxes can simply be removed. After all, all correspondence—including newspapers—can be delivered exclusively in electronic form. This will significantly reduce the environmental impact.

  16. Assistance for Countries with the Lowest GDP per Capita

    What kind of assistance does the author have in mind? This involves the transfer of basic technologies necessary for accelerated development. These technologies primarily include the internet, the education system, recycling technologies, technologies for building comfortable and efficient housing and infrastructure, and the organization and support of food production that meets the requirements of ecosystem sustainability.

    This argument is closely linked to the argument regarding migration policy. The author believes that instead of striving to invite as many refugees as possible to our home—that is, to the European Union—it would be far more effective to strive to improve their standard of living and security “in their home countries.” This is a necessary condition for long-term, stable peace.

    Technology transfer refers exclusively to training the local population in the use of the technologies listed above. Acceptance of this type of assistance from other countries will be entirely voluntary.

    Educated people are capable of ensuring the long-term sustainability of a country’s development and its economy. In some African countries, the cost of education is about one euro per person per month. This amount reflects the often low social standards of living on that continent. Schools may lack electricity, water supply, restrooms, libraries, laboratories, computer labs, etc. [ 62 ]. The author has even come across this comparison: if a single smoker in Europe were to quit, the money saved from not smoking could be used to provide a full month of schooling for an entire class of children in countries with the lowest GDP.

    Unlike in the U.S. and the U.K., education in Europe (including higher education) is predominantly free. Meanwhile, the European education system, refined over centuries, is the best in the world. The most effective approach in this case would be to leverage the potential of online education, including the streaming of lectures from Europe’s top universities.

    Another equally important aspect is waste recycling. The fact is that there is a massive problem of ocean pollution. It is linked to the export of products and goods in plastic packaging from European countries to countries without well-established recycling systems.

    Training the local population in technologies for the efficient construction of high-rise buildings and infrastructure will make it possible to raise the standard of living in the shortest possible time.

    Supporting the production of food products that meet the requirements of ecosystem sustainability. This point is discussed in greater detail in the section of this Program titled “Measures to Reduce Greenhouse Gas Emissions and Environmental Pollution.”


    Wikipedia provides a list of countries ranked by GDP (PPP) per capita [ 63 ]. One could proceed directly through this list in reverse order, allocating efforts inversely proportional to the current state of affairs in these countries. The transparency of the projects is crucial here.

    The author certainly recognizes the many potential difficulties in this area. All of them will be related to the language barrier, the gap in the educational and cultural levels of the local population, differences in average IQ across countries, and higher crime rates. Nevertheless, as mentioned above, the implementation of this proposal is a necessary condition for long-term, stable peace across the entire planet. And the language barrier will be overcome through the simultaneous implementation of the relevant proposal within this program.

  17. Optimization of the Design and Manufacturing Processes for Electrical Circuits and Printed Circuit Boards

    The lack of universal databases for electronic components means that each company is forced to spend a considerable amount of resources on individually optimizing the processes for the design and manufacture of electrical circuits, printed circuit boards, and products based on them. This increases the final cost of the product, reducing its competitiveness.

    A universal solution would be to require, by law, that all electronic component manufacturers operating within the EU enter data for each component into a universal database. A special task force should be established to maintain the operational integrity of this database. The data for electronic components will include a list of parameters by component type, a simulation model and thermal model, a 3D model of the housing with support for tolerances and material identifiers, manufacturer-recommended layout data, weight, certification, compatibility, lead finish, MSL level, ESD level, manufacturer reliability data, radiation resistance, packaging options, and more.

    With such a universal database in place, it will be necessary to adapt existing circuit and PCB design tools (CAD software), as well as software for automated component placement machines. All of these must be synchronized with a unified EU electronic component database.

    In addition to automation and ease of component selection, instant simulation of electrical circuits, and the creation of high-quality 3D models of printed circuit boards, we now gain new features as a bonus: these include rapid optimization of the device by weight (you can select components with similar parameters but lower weight), by operating temperature range, by radiation resistance, and more. What’s most interesting is that if we add another column to the database labeled “recommended price,” we’ll be able to quickly optimize for cost. Of course, the final price depends on the order volume and the cost of shipping and packaging, and all of this must be taken into account.

    Speaking of packaging: the electronics industry is rapidly moving away from THT components and switching to SMD components. For virtually all SMD components, universal reusable packaging can be used, thereby eliminating many metric tons of plastic waste. Moreover, if the packaging is not a reel of components but a special SMD tray, it is both possible and necessary to design the tray so that it can be placed directly (without additional transfer steps) onto the machine used to place components on printed circuit boards. This would greatly simplify the task for manufacturers of low-volume electronic devices and reduce the labor costs associated with producing pre-production prototypes. It is also necessary to implement a recycling system for standard SMD trays, allowing them to be returned to suppliers or manufacturers.

  18. A Dynamic Tax in a System of Free Distribution of Copyrighted Content

    The idea is simple: all EU residents pay a special tax and gain access to any content covered by copyright. The tax amount varies dynamically and depends on the volume of content, the number of participants, and average market prices. Authors would add content to the system on a voluntary basis.

    The goal of the free content distribution system is the simple and transparent distribution of users’ funds among content creators.

    Initially, the system is intended to work only with books, music, and movies. In the future, this principle can be extended to all other content, and even to the entire internet. In the latter case, this means that owners of web content will receive monetary compensation based on how much time people spend viewing a particular piece of content.

    All ancient (and not-so-ancient) books and sources that are no longer protected by copyright [ 64 ]—that is, those that have entered the public domain—should also be included in this system. Moreover, if no electronic original exists, a high-quality electronic copy must be created—this will make it possible to eliminate all types of libraries, retaining only a few as museums.

    All ancient (and not-so-ancient) artifacts that have entered the public domain should be scanned using 3D scanners at sufficiently high resolution and also made available online. Services such as the “Deutsche Digitale Bibliothek” [ 65 ] and “Europeana” [ 66 ] are already working in this direction. These initiatives will remove barriers to high-quality scientific research, making it less expensive and more accessible to a wide range of researchers.

    If non-EU countries join this project, the dynamic tax rate will decrease in proportion to the new number of system users. On the other hand, as the amount of content in the system increases, the tax will have to increase.

    Looking at the current trend, we can see the emergence of numerous services similar to Netflix and Apple Music/TV. Each of these services is striving to capture its own audience of content consumers, which is as large as possible. It is clear that in the course of this competition, the end consumer will be the loser, forced to choose between similar services and, ultimately, possibly paying for several services at once.

    The system will be based on an open-source application. Each piece of content (which could be a book, an audio or video track, etc.) will be linked to the rights holders’ accounts, specifying their share or “authorship” percentage. Funds will be credited to these accounts based on the amount of time a user spends listening to or watching the content.

    If, for example, a person pays a monthly fee of €10 to the free content distribution system and, during that period, watches a couple of movies, reads a book, and listens to some music, then their €10 will first be distributed proportionally based on the time spent on the content listed above (possibly with weighting factors based on content type), and then, according to the “authorship” percentage, among the creators of each specific piece of content.

    Differences Between the European Union and the United States: Criticism and Conclusions

    The United States differs significantly from the European Union. Here is a list of some areas where this difference is most evident:

    Right to vacation: In the United States, ordinary citizens have no legal right to vacation [ 6768 ]. By law, only members of Congress are entitled to vacation time. Employees often harbor a subconscious fear that if their vacation lasts “too long”—which, as a rule, does not exceed two weeks per year—they may be fired or replaced. At the same time, the length of vacation is determined by the companies or corporations themselves. By comparison, guaranteed vacation time in Germany is 20 working days. However, companies typically add an additional 10 days of vacation to this.

    Right to Termination: Under U.S. law, an employee can be fired at any time without notice or severance pay—simply discarded like unwanted junk.

    Health insurance: The United States is the only industrialized country that does not guarantee its citizens a universal and comprehensive health insurance system. In 2012, the U.S. ranked only 37th in terms of the quality of medical care and 33rd in overall health [ 69 ]. This is despite the fact that spending on the healthcare system there is the highest in the world. According to a 2009 Harvard University study, the lack of health insurance in the U.S. accounts for 44,800 additional deaths annually, which is about 2% of the total number of deaths.

    Higher Education System: The U.S. higher education system, which is provided exclusively on a for-profit basis [ 70 ], contributes to social stratification and the entrenchment of inequality in society. The cost of education in the United States ranges from $1,500 to $5,000 per month. It is clear that young people and their parents, if they lack the skills to earn a living, face a high risk of also falling behind socially in terms of education. By comparison, in Germany, higher education is free for everyone, including foreigners [ 71 ]. This decision was made because the national government and representatives of the federal states believe that all people should have equal access to higher education.

    Transportation Infrastructure: The United States has relied on market-driven infrastructure development. As a result, the aviation infrastructure, private air transport, and road infrastructure are in fairly good shape. However, the railways are in decline, and public transportation is underdeveloped. At the same time, in Europe, all modes of transportation are developed in a fairly balanced manner.

    International Criminal Court: The United States is the most ardent opponent of the International Criminal Court [ 7273 ]. Under the pretext of protecting its military personnel, the Bush Jr. administration completely withdrew from the Rome Statute, calling it a violation of U.S. national interests and sovereignty. U.S. Secretary of State Mike Pompeo stated that employees of the International Criminal Court could face visa restrictions and sanctions due to investigations targeting U.S. military personnel. It follows, therefore, that U.S. “national” interests are at odds with the establishment of world peace. This phenomenon must be resolutely countered.

    The U.S. blocked a UN Security Council statement calling for an independent investigation into the shooting of approximately 50 Palestinians by Israeli soldiers during a protest against the relocation of the Israeli embassy to Jerusalem [ 74 ].

    The Persecution of Julian Assange and Edward Snowden: The United States, together with several other countries, is persecuting a hero of our time, Julian Assange [ 75 ], using false charges against him, and, judging by their actions in the legal sphere, is demonstrating the immaturity of its democratic institutions. After all, it is obvious that it is precisely the excessive scale of the United States’ disregard for and abuse of democratic principles and human rights that motivates people such as Julian Assange and Edward Snowden, to tell the world the truth about the extent of these abuses with the sole aim of protecting the citizens of their country and the entire world from unlawful actions. Let me remind you that Hillary Clinton, a former U.S. presidential candidate, called for Julian Assange to be killed by a drone [ 76 ]. Under different circumstances, this statement could have been regarded as a call for extremism.

    Prisons where torture is permitted: let me remind you that it was the United States that created a network of prisons where torture is permitted [ 77 ]. It is also worth recalling the secret U.S. program “MK Ultra” [ 78 ], under which people were tortured on a massive scale and subjected to various chemical substances without the victims’ consent. And all of this continued in the U.S. for decades during peacetime after World War II. It is noteworthy that the man who headed this CIA program was a Jew who had fled the horrors of Nazi Germany. His name was Sidney Gottlieb. So, considering these facts, one gets the impression that the need for mass torture of people is simply “hardwired into the DNA” of U.S. intelligence agencies and the U.S. government. They apparently cannot function without it at all.

    The degree of cruelty in crimes: one could note varying levels of cruelty in crimes. In Germany, on average, the degree of cruelty in crimes is lower. Once, on the “Criminal Investigator’s Diary” channel, the author watched a video that shocked him with its extreme cruelty. What a group of young Black people (including one young woman) did to a young couple in the U.S. was so brutal that it’s simply unimaginable. After that incident, the author stopped watching those types of channels. And the emotional scar will remain for many years to come. At the same time, however, it is absolutely clear that crimes of this magnitude are simply impossible in Germany. Although the trend in this regard is negative, both in Germany and in the European Union as a whole.

    Plastic waste: For many years, the U.S. has been exporting plastic waste to Asian countries, claiming that it is properly recycled there [ 79 ]. That was the news in 2019. Now let’s move on to the news from 2024: negotiations on a global agreement on plastics have collapsed because the U.S. and several other countries sabotaged it [ 80 ].


    Conclusions

    The facts listed above indicate that, despite its status as a technological superpower, the U.S. cannot serve as a model for building a democratic society, at least in the aspects mentioned above. The U.S. must reflect on the fact that its methods of global leadership do not meet the civilizational criteria of our time. Despite having an unprecedented opportunity to do so, the U.S. has failed to become a global center of positive influence. Here, the author calls on the United States to abandon the practice of an aggressive “struggle for leadership” and to try to become one of the “centers of positive global influence,” alongside the EU.


    The West’s Double Standards

    Democratic countries must rid themselves of double standards. As an example, I will cite the countless songs of praise for Navalny, yet the completely opposite attitude toward their own heroes similar to Navalny: Assange and Snowden. One was imprisoned in the UK, constantly awaiting extradition to the U.S., while the other found refuge from persecution in Russia.

    Support for journalism that exposes the crimes of countries and regimes contributes to the establishment of democracy. The U.S. has devised a cunning scheme: it can commit crimes, classify that information, and, if it is published by lone-hero journalists, accuse them of revealing state secrets while threatening them with life sentences. The EU will not follow this path, and in time—the author is certain of this—the U.S. will also abandon such practices.

    The West’s double standards undermine the foundations of democracy throughout the world.


    Resolving the contradiction between the principles of international law regarding the territorial integrity of a state and the right of nations to self-determination: The examples of Crimea and Catalonia

    The author sees the following solution: the principle of a state’s territorial integrity can only be applied in the context of external influence or aggression. The right of nations to self-determination, in turn, must be interpreted without modification. I will clarify the nuances using two examples: Crimea and Catalonia.

    In the case of Crimea, it is clearly a matter of external influence. A referendum was held, BUT... The referendum was organized and conducted by a foreign state—in this case, Russia. According to the author’s interpretation, such actions are unacceptable. It is also evident that Putin cannot be trusted in any way. Putin lied about Navalny’s poisoning; under his leadership, disinformation was fabricated regarding the downing of passenger flight MH17 over Ukraine by his regime [ 8182 ], and he conducted a disinformation campaign targeting the Russian public regarding the atrocities committed by Russian fascists in Bucha. Therefore, the results of this inherently illegitimate referendum inspire no confidence. Under what circumstances would Crimea’s incorporation into Russia be possible and just? If there are leaders in the region capable of convincing the majority of the people of the need to live independently, then they should have the right to organize a referendum; and if its results truly reflect the people’s desire for independence, then the region should be able to secede in accordance with the will of the people.

    In the case of Catalonia in Spain, there was no external factor. In this case, the Catalans have the right to a referendum and autonomy if the results are unequivocal. But there is one nuance. The leader of a region seeking potential secession, as well as the people in his inner circle, must be completely transparent. This applies to both financial matters and communications. In other words, financial transactions in accounts affiliated with such individuals must be publicly accessible. Additionally, all meetings of the leaders of the secessionist movements and the composition of those groups must be made available to the public.


    The obligation of a leader in a democratic country to present a clear action plan

    This refers to detailed programs similar to this Program. This requirement stems from voters’ right to be better informed and to avoid surprises after the election.


    Limits on donations to support political parties and election candidates

    The goal is to reduce their dependence on large donors and minimize the influence of money on politics. Each citizen or organization will be able to contribute no more than €50 as political support, either as a one-time donation or on a regular (monthly) basis. The aim is also to ensure transparency regarding the sources of election campaign funding in order to prevent corruption in the political system and the influence of oligarchs.

This section proposes to examine antisemitism, spiritual development, and historical evolution from an unexpected yet productive perspective.

    As a framework, the foundations of modern Judaism will be discussed below—primarily as a system of practices for personal development and collective ethics. The author would like to show a path that simultaneously reduces chauvinism [ 83 ] and anti-Semitism while improving the quality of human life—through self-reflection, discipline, and a culture of responsibility.

    Introduction

    About 20 million years ago, the gibbon branch split off from the common ancestor of hominid primates; approximately 8–10 million years ago, the lineage leading to gorillas formed; and about 6–7 million years ago, the chimpanzee lineage branched off. Approximately 300,000 years ago, early representatives of modern humans (Homo sapiens) emerged in Africa. Later, as they spread across Eurasia, they appeared in Europe about 45,000–40,000 years ago (often referred to as “Cro-Magnons”) and, over the following millennia, displaced the Neanderthals, partially interbreeding with them.

    The evolutionary chain described above is intended to show that the process of evolution is capable of producing increasingly intelligent beings. An important point here is the possibility of the simultaneous coexistence of different species of apes that emerged at successive stages of evolution and exhibit varying levels of intelligence. Today, the most intelligent being on the planet is humans. A reasonable question arises: what comes next? Following evolutionary logic, should another, more intelligent species branch off from humans? Moreover, by analogy, this species would, at least initially, coexist with humans.

    It is generally accepted that the primary mechanism of evolution leading to the emergence of new species is random genetic errors and gene mutations. Looking at the evolutionary chain from apes to humans, we observe a gradual refinement of mammalian intelligence. Clearly, there are factors that influence its development and are passed down from generation to generation. This raises the question: How can the experience and knowledge accumulated during a person’s lifetime be transmitted through genes?

    According to current understanding, genes passed from parents to offspring carry information that is determined at the moment of conception and does not change as a result of life experience or the accumulation of knowledge. For example, learning to play the piano will not result in a child being born with the ability to play the piano.

    However, in recent years, the field of epigenetics [ 36 ] has revealed that life experiences can influence gene expression. Epigenetic changes are modifications that do not directly alter DNA but can influence gene activity, for example, by adding chemical groups to DNA or to proteins associated with it. Some epigenetic changes can be passed down from one generation to the next, but this is not the same as the transmission of acquired knowledge or experience. Rather, these changes are linked to the body’s response to the environment and can influence both a predisposition toward learning or adaptability and general cognitive abilities, such as intelligence, memory, and the capacity for abstract thinking.

    This raises the question: if people, from generation to generation, practice global thinking and spiritual development in the context of exploring their connection with the Creator, will a predisposition toward such pursuits be passed down through the activation of certain genes?

    Humans are clearly not the “final version” of evolution: biologically, we are still primates, but we have already learned to reshape our own psyche, morality, and culture faster than genes change. This raises a legitimate question: Is it possible to initiate the next stage of development through long-term, generational efforts—upbringing, discipline, education, ethics, and the establishment of authority among those who know how to live and think more deeply?

    Moses, that very man from the Bible, actually accomplished something similar. About three and a half thousand years ago, he led his people into a period of prolonged isolation—the desert—where, over the course of approximately forty years, it was not merely a matter of survival, but the systematic formation of a new type of communal discipline, worldview, and spiritual and intellectual culture. In doing so, he set the course for further historical development and evolution.

    Moreover, I am speaking here without reference to religious underpinnings. This section of the Program provides information about what actually happened, so to speak, from a clear scientific perspective.

    Within the framework of the Oral Torah, the commandment to seek out the Tzadikim [ 84 ]—that is, pious spiritual leaders—was also to be preserved. To support my arguments, I will quote from the book *Tanya* [ 85 ] (Chapter 42), the foundational text of Hasidism: “… in every generation, sparks of the soul of Moshe Rabbeinu (Moses) descend and take form in the bodies and souls of the sages of that generation—the ‘eyes of the community’—in order to teach the people knowledge ….”

    Thus, the Tzadikim were tasked with “raising” the rest of the people to their level. To this end, they instructed people (but only members of their own people), correcting their behavior and imparting their wisdom. The highest level of the hierarchy among the Jewish people is the council of sages. The wisest of the Tzadikim “raised” the rest of the Tzadikim to their level. By analyzing one’s character traits and behavior as part of self-improvement, one can achieve correction and improvement of one’s personal qualities. This topic receives significant attention in Judaism.

    This process continued from generation to generation. In each new generation, it was again possible to identify the Tzadikim and the wisest among them. At the same time, the development of such qualities does not necessarily manifest immediately in the children of the next generation: in genetics and epigenetics, there are known cases where predispositions, behavioral, or cognitive tendencies may manifest two, three, or even more generations later. Therefore, we are not talking here about a direct and instantaneous improvement in each successive generation, but rather about a long-term, cumulative process in which upbringing, family tradition, the selection of authoritative bearers of wisdom, and hereditary mechanisms could gradually strengthen intellectual qualities within the community. Moreover, Judaism does not prohibit the Tzadikim from starting families, unlike the celibacy required of Catholic priests and bishops in Christianity. On the contrary, having children is encouraged in religious Jewish circles. This is precisely what served as the mechanism for further development: not as an instantaneous leap from one generation to the next, but as a long historical process stretching over centuries and millennia. Thus, the impetus for further evolution was set in motion.

    I have outlined here, in general terms, an ideal scenario of self-selection. It is clear that in real life—especially over the course of thousands of years—complications and deviations arose. Moreover, the hierarchical structure I have described (people > tzadikim > sages) most likely did not form all at once. But it can certainly be observed in Judaism today. Parallel to the intensified evolutionary process within the community, there was—albeit slowly—a gene exchange with the rest of the population.

    What do we have today as a result of the evolutionary impulse described above? The fact of the Ashkenazi Jews’ significant intellectual superiority is indisputable. This is confirmed by modern research [ 86 ]. At the same time, Ashkenazim account for about 80% of the entire Jewish ethnic group [ 87 ]. Superior IQ means that not everything these individuals understand can be understood by other people.

    And, of course, there is wealth. Quantitatively, people of Jewish descent account for at least 25% of the world’s wealthiest individuals [ 88 ]. Meanwhile, Jews make up only 0.4% of the world’s total population.

    A side effect of this gift of superiority has been the emergence of a vice such as chauvinism. I would even call this “biological chauvinism.” One could cite numerous examples of Jewish chauvinism from modern life, but I will limit myself to two illustrative examples [ 8990 ].

    An interesting fact: In the 17th century, Benedict (Baruch) Spinoza extolled the power of reason, which is capable of granting a person true freedom by penetrating to the essence of things. According to Spinoza, by contemplating the eternal and harmonious essence of reality, reason is even capable of granting a person an understanding of eternal existence. Baruch Spinoza, who was of Jewish descent, lived approximately two centuries before Charles Darwin’s discovery of evolution. It so happened that this greatest philosopher, due to the peculiarities of the era in which he lived, did not consider the possibility of the hereditary transmission of the power of reason, the possibility of its development and refinement within a closed group of people, and its subsequent transmission to descendants through the mechanisms of evolution. But that is precisely what I am talking about. Yes, the mind in and of itself is a great gift of nature, but knowledge of the system—how to expand its boundaries using hereditary historical mechanisms—is no less, and indeed even more, significant.

    Note: The author wanted to emphasize that he does not consider anyone to be a “superhuman.” (Except, perhaps, for Steve Jobs and Elon Musk.) Moreover, if we speak strictly from a biological standpoint about a different species of humans, then at this stage, such a phenomenon certainly does not exist in its complete form. The point here is different: the concept of human development proposed by the author below is an extraordinary approach not only to solving the problems of anti-Semitism and chauvinism, but also a way to improve the quality of life for all people on Earth. This includes, among other things, putting an end to violence in the world—and not just against humans. As long as humans continue to consume animals as food and consider this perfectly normal, there can be no talk of ending violence in the world.

    Let’s ask ourselves this question more clearly: where should we evolve from here? This question is easy to answer once we recognize our animal nature, shedding, so to speak, the halo of being the “crown of evolution.” In essence, a human is an animal, but in some ways a more advanced one. Thus, if we were to place any earthly creature next to a human, aside from physical appearance, we would want to highlight only two distinguishing aspects: a) much more developed language skills, and b) a highly developed capacity for reflection. But we should not be rushing forward solely toward the development of biological intelligence. Humanity’s animal nature itself must be fully recognized and set aside—and this is spiritual development.

    The spiritual principle is a person’s ability to transcend instincts and sociocultural scripts, freely orienting oneself toward truth, goodness, beauty, and love. It manifests itself in the search for meaning, conscience, creativity, and a selfless attitude toward others. By developing it, we become more whole and free beings.

    Judaism contains well-developed concepts and practices related to a person’s spiritual and intellectual improvement. A special place here is occupied by “Kabbalah” [ 91 ]—an ancient tradition of Jewish thought dedicated to the inner transformation of the individual, the contemplation of the structure of the universe, and the search for ways to harmonize it. In a broad sense, it is a system focused on deepening consciousness, developing moral qualities, and expanding a person’s capacity to understand themselves, the world, and their place in it. For greater clarity, the author provides a brief guide to spiritual development later in the text.

    To provide further insight, I will include here an informative video featuring Michael Laitman [ 92 ]. Michael teaches Kabbalah to anyone who is interested, including people of non-Jewish descent. In doing so, he has overcome significant resistance from the Jewish elite. This, among other things, is a major contribution to the fight against anti-Semitism worldwide. It will also be enlightening to watch a stunning lecture by Rabbi Asher Kushnir on knowing the Creator [ 93 ].

    Information created by humans shapes the entire world

    The Creator endows the world with the potential for development, establishing the fundamental principles that determine the evolution of matter and consciousness. Humans are created in the image and likeness of the Creator, possessing the capacity for creativity, self-awareness, and free will. Thus, people can participate in the process of creating the world, contributing through their thoughts, words, and actions.

    The information created by humans—whether it be brilliant films, books, music, or scientific discoveries—is an expression of the human spirit and intellectual potential. Such information has the power to influence the consciousness of others, shape culture and values, and even alter the course of history. Information serves here as an instrument of creation. When information is disseminated and received by a large number of people, it becomes part of the collective consciousness. This is reflected in changes in social norms and technologies.

    From a spiritual perspective, when people create information that embodies profound truths, beauty, and a striving for perfection, they act in harmony with the Creator’s plan. Their creativity becomes an extension of the divine act of creation, enriching the world and contributing to its evolution. An interaction with the Creator’s ideas takes place. Sometimes a person may notice this directly through effects of synchronicity [ 94 ].

    In the modern world, technology allows information to be instantly disseminated across the globe. When widely disseminated, an idea becomes part of the collective consciousness, shifting the “balance” of the social “neural network” and guiding further development. This amplifies the influence of human ideas and raises questions about how to use this power in accordance with divine principles. Conscious creativity, inspired by divine principles, allows people not only to influence reality but also to participate in the process of creating the world, guiding it toward harmony and perfection.

    Now I will briefly touch on the concept of artificial neural networks and their training using the backpropagation method. Today, this is taught at the high school level [ 95 ], but during my own high school years, this topic was never discussed in class at all. The author has some experience training various types of neural networks, including GPT-2.

    So, we have layers consisting of elementary units—neurons. Each artificial (software) neuron has multiple inputs and one (in the general case) output. Also, each neuron in a higher layer is typically connected to all the neurons in the previous layer. The weights (values) of these connections differ for each neuron. Therefore, after the network is trained, each neuron will make its own unique contribution to the overall result. The output of a single neuron in the topmost layer represents the result of the entire neural network. During training, we use data from the training set. The term “epoch,” as applied to neural networks, refers to a complete training cycle: one full pass of the training data through the entire neural network and one cycle of backpropagation. Sufficient training of a neural network requires anywhere from a few to several thousand epochs. In each training cycle, the output is compared with the expected value specified in the training dataset. The calculated error allows the weights of the connections between neurons in the layers to be adjusted using the backpropagation algorithm.

    It is interesting to note that the very structure of self-selection among people described above (people > tzadikim > sages) is, in fact, analogous to a giant neural network. In this case, the error for backpropagation is determined by the tzadikim and sages. An epoch is one generation of people, i.e., about 20 years. Thus, the number of completed epochs since the start of the “evolutionary training of the neural network” has already exceeded a hundred.

    The human brain is, obviously, a massive neural network in and of itself. With the advent of ChatGPT from OpenAI, the similarities between the results of human thought and those of an artificial neural network are striking. In fact, humanity and the entire biological world are, in essence, a vast neural network consisting of individual biological neural networks. But unlike an artificial neural network, all members of the biological world possess consciousness.

    Here I must provide a clear definition of consciousness: although this question is still considered open today, the author can state the following: consciousness is everything related to experiences. Consciousness is responsible for the entire spectrum of sensations, ranging from primitive ones—such as pain or the sense of smell—to complex feelings related to our attitudes toward other people or events. A neural network is not capable of feeling or experiencing anything on its own; it is a computing machine in its purest form. A neural network is the embodiment of intelligence. The process of thinking is the awareness of the results of mathematical operations occurring in the brain’s neurons. In essence, thinking, understanding, and awareness are all unique forms of sensation. Consciousness inputs information into the brain, just as into a computer, and receives the result of the calculations as output. Consciousness sets the task, and intelligence solves it. The gift of consciousness is clearly connected to the Creator. Consciousness cannot be artificial. Human consciousness controls both its own organic neural network (in the brain) and artificial neural networks such as ChatGPT in the external world.

    I’ll add this: every person can experience their own consciousness. There are special techniques for this: “itbonenut” in Kabbalah or Hasidism, as well as “vipassana” (the practice of sati) in Buddhism. These teachings explicitly state: everything we experience comes through the senses, and observing them in real time reveals the nature of consciousness. Or contemplation (itbonenut), where a person experiences every sensation as a manifestation of the divine source, and the very fact of feeling itself—as a sign of the soul’s presence. Thus, meditating on one’s feelings and sensations is not merely mindfulness; it is sentient consciousness. This is precisely what distinguishes the living from the non-living. Incidentally, neurobiologists and philosophers have no answer to the question of why we are able to experience anything at all—why we can feel taste, pain, joy, sadness, and so on. This greatest enigma of our time is called the “hard problem of consciousness,” which was popularized not long ago by the philosopher David Chalmers [ 96 ].

    This clear boundary between consciousness and intelligence, between the living and the non-living, allows us to free ourselves from certain misconceptions. One of them is the belief that artificial intelligence can develop consciousness. The intelligence of a neural network has always been artificial and will remain so. It will never become alive. Our human consciousness will control it in exactly the same way that it controls the neural network in our own brains.

    Interestingly, an analogy with a neural network can also be drawn on the scale of the entire universe. Thus, the cells for recording parameters (connection weights) are elementary particles in a state of uncertainty (particle or wave). The connections between these cells are the fundamental interactions: electromagnetic, gravitational, strong, and weak (there may be other, as yet undiscovered forces). Moreover, the author believes that a corresponding law of physics will eventually be discovered. In fact, the greatest mind of our time, Roger Penrose, has already attempted to bring everything together: consciousness and matter [ 97 ]. And this is the Universe in all its fullness.

    Thus, to summarize briefly, the information we generate is an active code that reprograms both the collective psyche and the very fabric of reality. Consciousness is a sovereign, divinely endowed realm, whereas intelligence (whether biological or artificial) is merely a tool for its self-expression and evolution. In this sense, it is humanity’s responsibility to create consciously, so that the code we release into the world leads it toward greater harmony.

    A Brief Guide to Spiritual Development

    How can a person prepare their consciousness to perceive higher spiritual levels? Below, we will attempt to explore this topic systematically yet concisely.

    The Five Levels of the Soul

    Here, it is necessary to familiarize ourselves with the concept of the five levels of the soul (or consciousness, whichever you prefer), as revealed by Isaac Luria (the Arizal) [ 98 ], the greatest Kabbalist who lived in the Middle Ages. These five levels are manifestations of a single soul. They are often described as five degrees of depth of consciousness and connection with the Divine.

    Here are these five levels:

    • Nefesh—the vital soul. The lowest level. It is connected to life force, the body, instincts, desires, and basic emotions. Nefesh is responsible for the very fact of an organism’s existence.
    • Ruach—the soul of character. It is associated with moral choice, character, feelings, good and evil, and responsibility. It is here that the struggle between selfishness and morality takes place.
    • Neshamah—the rational soul. The level of consciousness and understanding, associated with intellect, self-knowledge, philosophy, the comprehension of truth, and spiritual understanding. Neshamah allows a person to ask questions such as: Who am I? Why does the world exist? What is consciousness? From the perspective of Kabbalah, it is precisely the neshamah that makes a person human in the fullest sense of the word.
    • Hayah is the living soul. A very high level. Here, a person no longer merely reflects on the Creator or spirituality, but experiences a direct unity with life. Kabbalists describe this as a state in which the sense of separateness disappears. The level of Hayah is associated with prophets and great righteous people.
    • Yechida—the unified soul. The highest level. Yechida is absolute unity. At this level, even the opposition between “I” and “the Creator,” “subject” and “object,” disappears. Yehida is considered a spark that is never damaged and never separates from its source.

    All five levels are present in every person, but, as a rule, the higher levels remain hidden. For most people, only the first and second levels are fully revealed. The higher levels are revealed only in spiritually developed individuals.

    These five levels apply not only to the individual but also to the collective spiritual state of humanity. Therefore, in Lurianic Kabbalah, personal development cannot be completely separated from the broader idea of the correction of the world.

    What must happen, according to Arizal? In his system, there is the concept of “the correction of the world.” Following a cosmic event known as “the shattering of the vessels,” sparks of holiness were scattered throughout the world. The history of humanity is the process of gathering these sparks. When the correction is complete, a significant portion of spiritual blindness will disappear, humanity will become much more united, and higher levels of the soul will be revealed. In this state, the level of Neshamah will become much more accessible to most people, and Chaya and Yehida will no longer be the preserve of a few exceptional righteous individuals.

    If we look at the history of humanity over the past few thousand years, we can observe a trend toward expanding the circle of moral empathy. For ancient people, only members of their tribe—and sometimes members of their nation—were often considered fully human. Today, many consider all people, animals, and future generations to be morally significant. From the perspective of Kabbalah, this can be interpreted as a very slow transition from the consciousness of nefesh to that of ruach and neshamah.

    The Root of the Soul

    Without the concept of the root of the soul, it is difficult to understand why some people are naturally drawn to certain types of spiritual work, while others are drawn to completely different ones. All souls originate from the collective soul of Adam (something like a collective superconsciousness of humanity, if you will), but from different parts of it. The Arizal literally links souls to the structures of the ten sefirot (more on the sefirot below). For example: there are souls from Chesed, souls from Gvurah, souls from Tiferet, souls from Netzach, souls from Hod, and so on. Therefore, two people can have completely different inner inclinations. To put it very simply: a soul of Chesed strives to help, loves to give, and is inclined toward mercy. Meanwhile, a soul of Gvura loves order, justice, discipline, and restrictions.

    Why is this important? — Because the spiritual path is not the same for everyone. For example, the same practice can help one person progress while holding another back. Why? — Because you need to correct your own root.

    Does the root of the soul influence the unfolding of the five levels? — Yes, and very strongly. Moreover, there is a nuance here. The higher levels of the soul unfold through the correction of the lower levels. Generally speaking: when Nefesh is corrected, Ruach is revealed; when Ruach is corrected, Neshamah is revealed, and so on, up to the level of Yehidah. But the speed and manner of this revelation depend on the root of the soul.

    Here’s an example from the logic of the Ari. Imagine two souls. The first originates from Chesed. Its main flaw is a lack of boundaries, excessive softness, and an inability to say “no.” For this soul, spiritual growth can occur through the development of Gvura. The second soul originates from Gvura. Its problem is the opposite: rigidity, criticalness, and judgment. For this soul, correction comes through the development of Chesed. Outwardly, both souls do different things. But both ascend to the same level of Ruach or Neshamah.

    The Arizal effectively asserts that the potential to reveal Chaya and Yehida is present in all souls. However, the path to them differs. That is why he speaks less about “How to become enlightened?” and more about “How to discover one’s root?” Because without understanding one’s root, one may spend one’s entire life correcting the wrong things.

    How do you determine the root of your soul? This is where the most difficult part begins. The Arizal himself asserted that only a very few people could see the roots of souls with certainty. Therefore, a person is not required to first know their root with certainty in order to begin spiritual work. In fact, the logic goes like this: Correct the Nefesh > Correct the Ruach > The Neshamah will reveal itself > Your path will become clearer > The root of the soul will gradually manifest.

    The Tree of Life. The Tree of Sefirot.

    In Kabbalah, the ten Sefirot represent ten fundamental qualities or principles through which the Divine manifests in the universe and in human beings. They are usually depicted as the Tree of Life—a diagram of ten interconnected spheres [ 99 ]. The upper sefirot are associated with will, wisdom, and understanding; the middle ones with love, discipline, and harmony; and the lower ones with practical implementation, relationships, and the embodiment of the divine plan in the material world.

    The Tree of Sefirot simultaneously describes the structure of the universe and the inner structure of the human being. Each sefirah reflects a specific quality of consciousness: for example, Chesed is associated with mercy and generosity, Gevurah with discipline and restraint, and Tiferet with harmony and compassion. According to Kabbalah, spiritual development does not consist in strengthening one aspect of the personality, but in achieving a balance among all the sefirot so that they function in harmony as a unified system.

    Therefore, the Tree of Life can be viewed as a map of a person’s inner world. It reveals which qualities are already developed, which are out of balance, and in which direction spiritual growth is proceeding. In this sense, the sefirot are not merely abstract mystical categories, but a model of consciousness, character, and the path to self-improvement.

    Character Traits

    The Arizal repeatedly emphasizes: one cannot rectify the soul without first rectifying one’s character traits. Essentially, the logic is as follows: an uncorrected character < a closed Ruach < a Neshamah that does not reveal itself < it is impossible to draw near to Hayah. In other words, the higher levels of the soul are blocked not by a lack of knowledge, but by a lack of inner purity. The path to the Neshamah, Hayah, and Yehidah does not lie in the accumulation of mystical knowledge, but first and foremost in correcting character traits—anger, pride, envy, vanity, greed, touchiness, and other character distortions. As these distortions diminish, the sefirot begin to function in harmony, and then the higher levels of the soul can manifest naturally.

    On the other hand, a person may possess great knowledge, outstanding abilities, and outwardly proper behavior, yet remain far from inner harmony and spiritual maturity. Without working on one’s own character, knowledge alone does not transform the person.

    What is the correction of character traits? Here we come to a very important topic in Judaism and in Kabbalah, in particular. Many negative traits are viewed not as separate forces, but as distortions of the sefirot.

    For example: Anger stems from Gvura without Chesed; Cruelty is Gvura without Tiferet; Pride is Tiferet or Keter detached from humility; Envy is a distortion of Netzach; Vanity is a distortion of Hod; Lust is a distortion of Yesod; Laziness is a weakening of Netzach, and so on.

    Therefore, the goal is not to destroy the quality itself. One must correct its source. In other words, each Sefirah must find its place within the overall harmony. This is precisely why the central Sefirah of the Tree is Tiferet—beauty, harmony, compassion. It symbolizes not the victory of one force over another, but their proper union.

    Let’s take the Tree of Sefirot as an example: Chesed—mercy, giving; Gevurah—strictness, boundaries; Tiferet—harmony between them. If one develops only Chesed: a person helps everyone, refuses no one, is unable to set boundaries, and thus becomes a victim of manipulation. If one develops only Gvurah: rigidity, judgment, coldness, and fanaticism arise.

    Therefore, the Arizal would not say, “Reduce your Chesed and make all qualities equal.” Rather, he would say, “Correct the imbalance of your root by developing the opposite side.”

    In the lower triad of the Tree of Life, the three sefirot—Netzach, Hod, and Yesod—describe how a person interacts with the world and brings their intentions to fruition.

    Netzach—Victory, Perseverance. It governs: willpower, tenacity, initiative, the drive to achieve goals, and the ability to overcome obstacles. In its positive form: determination, energy, leadership, confidence. In its distorted form: ambition at any cost, thirst for power, intolerance of defeat, suppression of others. Netzach’s key question: “How can I achieve results?”

    Hod — Glory, Recognition, Humility. Responsible for: analysis, learning, gratitude, acceptance, the ability to listen. In its positive form: modesty, wisdom, the ability to admit mistakes, respect for others. In its distorted form: vanity, dependence on others’ opinions, passivity, excessive self-deprecation. Hod’s key question: “What is the truth?”

    Yesod — Foundation. This is the sefirah of connection and transmission. Responsible for: relationships, trust, communication, sexuality, the ability to connect people and ideas. Yesod gathers the energy of all the preceding sefirot and transmits it to Malchut (manifestation in the world). In its positive form: loyalty, sincerity, the ability to build deep relationships. In its distorted form: manipulation, dependency, promiscuity, using people as a means to an end. Yesod’s key question: “How can I connect the inner and the outer?”

    Some Practical Advice

    The Arizal states explicitly that negative traits are the root of many transgressions. That is: a proud person will make mistakes even with correct knowledge; an angry person will destroy the results of their good deeds; an envious person will be unable to rejoice in others’ success; a vain person will seek honor instead of truth. Therefore, spiritual work begins with character.

    Which traits were considered the most dangerous? Four groups are usually identified.

    Anger. Arizal and his school took an extremely strict stance on anger. Anger was viewed not merely as an emotion, but as a state of losing inner control. Even if a person is essentially right, an outburst of rage is considered a spiritual defeat. Practical method: learn to notice the onset of irritation; delay your reaction; do not speak in the heat of the moment.

    Pride. Pride is particularly dangerous because it renders a person incapable of seeing their own mistakes. Signs: the need to be right; a defensive reaction to criticism; a desire for superiority. Practice: Consciously seek out your own shortcomings; acknowledge the merits of others; remember the limitations of your own knowledge.

    Envy. Envy is considered a denial of the uniqueness of one’s own path. If every person has their own root of the soul, then constantly comparing oneself to others becomes meaningless. Practice: Instead of asking, “Why does he have this?” ask, “What is required specifically of me?”

    The Pursuit of Honor. Arizal considered the thirst for recognition to be one of the most subtle traps. A person may even engage in spiritual work solely to win the admiration of those around them. Therefore, it is recommended to periodically do good deeds in such a way that no one finds out about them.

    Arizal does not believe in instant transformation. Correction is achieved through constant self-observation. Every day, a person analyzes: where anger manifested; where pride manifested; where envy manifested; where they acted out of vanity. In modern terms, this is similar to keeping a journal of observations.

    Why is this so important? In Arizal’s system, the soul is like a vessel. Higher levels of perception cannot manifest consistently through a vessel filled with internal contradictions.

    Therefore, the logic goes as follows: correction of character traits > purification of thoughts > concentration > Yichudim and other practices > clarity of consciousness, when hidden connections between events, profound meanings or correct decisions, as well as the ability to deeply understand the inner state and spiritual world of others through contact with higher levels of the soul. Not the other way around.

    How does this differ from modern psychology? Many psychological approaches are aimed at achieving mental well-being, mindfulness, inner wholeness, and a more mature engagement with life. In the Arizal system, a different perspective is added to these goals: emotion is viewed from the standpoint of whether it contributes to the refinement of the soul’s qualities and the revelation of its higher levels. For him, the goal was not so much emotional comfort as it was transforming a person into a more transparent conduit for higher levels of consciousness.

    Therefore, character refinement in Arizal’s system is not about developing a “pleasant personality.” It is about preparing the soul to perceive what his system calls Neshamah, Chaya, and, in the rarest cases, Yehidah. This is precisely why, in the Arizal tradition, the struggle against anger and pride was considered more important than even the most complex Kabbalistic meditations. Many students began not by studying the mysteries of the universe, but by spending many years working on their own reactions in ordinary, everyday life.

    The Ladder

    The five levels of the soul (Nephesh, Ruach, Neshamah, Chaya, Yehidah) can be visualized as the rungs of a ladder. Correcting character traits is the “purification” of the Ruach level, that is, the second rung. On the other hand, the Arizal did not believe that spiritual development proceeds linearly—that is, that moving to the next step always requires achieving 100% purification of the previous step. Rather, different levels can manifest simultaneously to varying degrees. For example, hypothetically speaking, Nefesh 70%, Ruach 40%, Neshamah 20%, Chaya 5%.

    Below is a brief overview of the principles of ascending the ladder of the levels of the soul.

    Nefesh. How is Nefesh purified? It is important to understand here that Kabbalah does not aim to destroy instincts. Hunger is not a sin. Sexuality is not a sin. The desire for safety is not a sin. The problem lies in losing control. Correcting the Nefesh means learning to master one’s desires, learning to delay gratification, breaking free from addictions, and cultivating moderation. The test is very simple: Who is in control? Do I control my desires? Or do my desires control me? If it’s the latter, Nefesh has not yet been purified.

    Ruach. How is Ruach purified? Let me remind you that Ruach is associated with character traits. In Jewish tradition, special attention is paid to: anger, pride, envy, vanity, touchiness, greed, and judging others. How can you tell that the Ruach has become purer? The Arizal would likely suggest this criterion: when external circumstances have less and less control over your inner state. For example: You were praised—you did not become arrogant; you were criticized—you did not fall apart; you were wronged—you did not instantly flare up with anger. These are already signs of the Ruach’s rectification.

    Neshamah. Starting with the Neshamah, the usual logic of “purification” ceases to apply. According to the Arizal, a person’s primary work is focused specifically on Nefesh and Ruach. The higher levels are not so much purified directly as they are revealed as a result of the rectification of the lower levels.

    Neshamah is connected to the understanding of truth. However, there is an important nuance here. One might think: the more knowledge, the greater the Neshamah. For Arizal, this is incorrect. A person can know thousands of books and still have a closed Neshamah. Why? Because the Neshamah is revealed not by the amount of knowledge, but by the purity of perception. The main obstacles to the Neshamah are self-deception, intellectual pride, attachment to one’s own beliefs, and the inability to see the truth if it contradicts the ego. Therefore, the unfolding of the Neshamah takes the form of developing: honesty with oneself, the ability to admit mistakes, and a love for the truth greater than a love for one’s own righteousness.

    Haya. Here begins the realm that Arizal associated with a very high spiritual level. At the level of Haya, a person begins to experience a profound connection with all that exists—not theoretically, not philosophically, but as a direct sensation. The main obstacle to Hayah is the experience of one’s own separateness. This is a very subtle level of the ego—the very habit of perceiving oneself as a completely separate being. Therefore, the revelation of Hayah is connected with compassion, the ability to see oneself in others, and a reduction in the sense of separation.

    Yechida. Here, the word “purification” is completely inapplicable. In Kabbalah, Yechida is considered to be always pure. It is not defiled. It is not damaged. It does not need correction. That is why many Kabbalists say: Yehida cannot be purified; one can only remove the veils that conceal it. The main obstacle here is the very sense of a separate “I.” If, at the level of Ruach, a person says, “I am a good person.” If, at the level of Neshamah, they say, “I understand the truth.” If, at the level of Chaya, they say, “I am connected to all that exists.” Then, at the level of Yehida, even this disappears. Only unity remains.

    If we combine everything into a single ladder, the picture looks something like this:

    Nefesh > I control my desires;
    Ruach > I control my character;
    Neshamah > I love the truth more than myself;
    Hayah > I feel a connection to all living things;
    Yechida > The opposition between “I” and “the source of being” disappears.

    In reality, a person may experience glimpses of higher levels. For example: anger has not yet been corrected, vanity is still present, and sensitivity remains, but at the same time, a person is capable of experiencing moments of deep compassion, unity with all living things, philosophical insight, and transcending the limits of the narrow ego. A Kabbalist would be more likely to say: the highest level has touched the person, but has not yet become their permanent state.

    If you sometimes feel a connection with all living things, then why aren’t you a prophet? Because there is a vast distance between “sometimes experiencing the unity of life” and “steadfastly dwelling at the level of Hayy.” We can draw an analogy. A person climbed a mountain and saw the ocean. This does not mean that he lives on the ocean’s shore. He saw it for a few minutes. Then he returned down the mountain. It is the same here. Many people experience moments of deep understanding, states of oneness, a sense of connection with all living things, and the dissolution of the ego’s usual boundaries. But then they return to their usual state of consciousness. Arizal did not deny the existence of such experiences. He would have said that these are glimpses of a higher light.

    From the perspective of Lurianic Kabbalah, it is entirely possible for a person to have genuine glimpses of the Neshamah and even occasional touches of the Chaya, while still remaining far from the complete rectification of the Ruach. In fact, this is precisely the state described in most mystical traditions: the higher light sometimes becomes visible before a person has fully prepared a vessel for it. The difference between a spark and a sustained level is enormous. The Arizal associated Hayah with the great righteous not because no one else can touch it, but because for them this state becomes a constant reality rather than a rare experience.

    Mentorship

    So, the purer a person becomes, the better they begin to understand their own nature and their purpose. Is a mentor necessary? In classical Kabbalah, the answer is yes. And not because nothing will work out without a mentor. But because a person has a hard time seeing their own blind spots. The paradox is that the flaws that most need to be corrected are the ones that are most deeply hidden. Therefore, the traditional hierarchical concept of “People > Tzadikim > Sages,” practiced in Judaism and described by me above, is very well suited for practical spiritual development through mentorship.

    Assessing the Level of Spiritual Development

    Assessing one’s own spiritual level or that of a mentor seems to be a difficult task. It is not even customary to speak about this directly, although the question itself arises naturally. In general, there are no strict units of measurement for such an assessment, and often there are no universally accepted criteria either. However, if it is impossible to at least roughly assess one’s level of spiritual development, it becomes difficult to speak of progress itself.

    Combating Antisemitism and Chauvinism

    Let us turn to one of the topics in this section of the Program, namely, the methodology for ridding the world of anti-Semitism and chauvinism. To this end, I will briefly describe once again the nature of anti-Semitism using an evolutionary approach.

    As is well known, the formation of new species of living beings occurs, among other things, at moments when their distinctive behaviors emerge. For humans, these included, in particular, the transition to bipedalism and the replacement of strong alpha males—leaders—with individuals who demonstrated intelligence rather than strength. The transformation of species could have taken millions of years. But with the appearance of the first human who realized his oneness with all living things and felt the spark of the Creator within himself (Abraham), everything changed. The course of evolution now spans millennia rather than millions of years. The laws of genetics and epigenetics have allowed one ethnic group to stand out, a group that has not lost its uniqueness to this day.

    In other words, the Creator (nature, reality, the supermind—whatever you prefer to call it) created a mechanism of evolution capable of developing the mind. Humans can accelerate this aspect of evolution by consciously allowing themselves, from generation to generation, to develop the gift of thought, reinforcing predispositions through the natural mechanism of epigenetics. The author is convinced that it is precisely this approach that will make it possible to build a just society that will endure for millennia to come.

    Now I will quote Johann Wolfgang von Goethe: “When a person thinks deeply and seriously, he has a hard time among the general public.” Well, to some extent, this can apply to an entire nation. In such a situation, “biological chauvinism” naturally arises. I hope I have managed to at least partially illustrate the scale of the problem of anti-Semitism. But at the same time, this is simply the fascinating history of humanity.

    The author is confident that if people come to understand and embrace the concept of an evolutionary approach and the concept of society’s self-improvement in the pursuit of knowing the qualities of the Creator, the world will finally bring joy to every person.

    In conclusion, as a remedy for anti-Semitism and chauvinism, the author proposes the following:

    1. Extend the principle “people > tzadikim > sages” to all of humanity, not just to a single ethnic or religious group. In every culture, we should seek out people who possess humility, wisdom, honesty, compassion, and the ability to correct themselves. It is precisely such people who should become the moral beacons of society.
    2. Make spiritual knowledge accessible to all who seek it. If Tanya, Kabbalah, reflection on the Sefirot, character development, self-observation, and discipline truly help a person become purer, wiser, and more responsible, then these methods should not be perceived as a tool for group superiority. They should be applied as a universal school for human improvement.
    3. Introduce the practice of daily self-reflection on manifestations of anti-Semitism and chauvinism. A person must honestly ask themselves: Where have I generalized an entire people based on its worst representatives? Where have I felt superior to another? Where have I justified cruelty in the name of a “higher purpose”? Where have I refused to see another person as a fully-fledged human being? Without such self-examination, the fight against hatred quickly turns into a battle of one group’s pride against another’s.
    4. Shift the focus from the idea of ethnic superiority to the idea of personal improvement. If the main obstacles to spiritual development are pride, anger, envy, cruelty, and the thirst for recognition, then any form of chauvinism must be viewed not as a sign of strength, but as a spiritual defect. Anti-Semitism and chauvinism share a common root—the inability to see in another person a bearer of consciousness, a soul, and one’s own path to self-improvement.
    5. Create shared spaces for learning and dialogue between Jews and non-Jews. Anti-Semitism is often fueled by ignorance and fantasies, while chauvinism is fueled by isolation and a lack of genuine contact with other people. Therefore, joint educational projects, discussions, cultural initiatives, and practices of mutual service are essential, where people see one another not as abstract groups but as specific souls.
    6. The primary remedy lies in addressing the source of hatred within the individual. Anti-Semitism is cured through knowledge, honesty, and the dismantling of false images of the enemy. Chauvinism is cured by humility, gratitude, and the understanding that any gift is given not for power over others, but for responsibility toward them. Only then does spiritual development become the common evolutionary path of humanity.
